Job Description
The World Food Programme (WFP) is seeking a Logistics Officer (Planning & Monitoring) at the NOB level to ensure effective monitoring of corridor performance and efficiency gains to support sustainable and compliant operations. This role is pivotal in leading fair budgeting and reconciliation processes for regional corridors and supervising timely financial workflows for the South Africa/Durban corridor operations.
Responsibilities
Lead Regional Corridor Performance Monitoring
Lead the finalization, implementation, and maintenance of performance tracking processes and associated dashboards for global corridor Key Performance Indicators (KPIs).
Monitor corridor performance, identify best practices for improvement, and prepare periodic performance reports.
Lead the development and implementation of efficiency gains management processes, including discussions with Country Offices (COs) and Global HQ functions.
Track efficiency gain progress and identify optimization opportunities.
Maintain the risk corridor register, monitor risk levels, and escalate significant risks to the Global Corridor Manager.
Manage Cost Budgeting and Reconciliation for Regional Corridor Services
Lead the implementation of the budgeting portion of global corridor operations solutions.
Propose and align service costing methodologies and establish corridor cost-sharing agreements.
Define annual plans and budgets for regional/global corridor services aligned with operational realities.
Conduct quarterly and annual reconciliations for regional/global corridor services.
Advise on optimal corridor hub staffing levels and infrastructure.
Prepare corridor budgeting reports and facilitate Corridor Management Committee sessions.
Facilitate training for Country Office staff on budgeting processes and digital tools.
Supervise Budget, Purchase Order (PO), and Payment Lifecycle
Ensure timely Proforma Invoice (PFI) delivery to service recipients and ensure funds programming for South Africa/Durban corridors.
Oversee the purchase order lifecycle and invoice management for awarded contracts relevant to Durban/South Africa operations.
Other Responsibilities
Support COs and regional offices in implementing Global Corridor Operations processes and Standard Operating Procedures (SOPs).
Strengthen data sharing and communication frameworks for stakeholders.
Guide and supervise team members and serve as an alternate for the Corridor Planning & Monitoring Lead.
Key Deliverables
Established performance tracking framework and KPI dashboards.
Implemented efficiency gains management and tracking mechanisms.
Periodic performance and efficiency reports highlighting risks and optimizations.
Quarterly and annual financial reconciliation outputs.
Compliant financial process management for the Durban/South Africa corridor.
Requirements
Education: Advanced University degree (Master's) in Transport Economics, Supply Chain, Logistics, Engineering, Business Management, or a related field; OR a First University degree with additional years of related work experience.
Experience: Minimum of 3 years of postgraduate professional experience in logistics operation management, performance monitoring, and efficiency gains. Significant experience in people management is required.
Languages: Fluency (Level C) in English (both oral and written).
Desired Knowledge & Skills
Strong knowledge of financial processes related to logistics and budget management.
Experience in consultancy, reporting, and project management.
Ability to effectively liaise with internal and external stakeholders.
Familiarity with WFP systems (e.g., WINGS, LESS, SAP, invoice tracking tools).
Knowledge of WFP regional and global corridor operations.
