The Global Safety & Security Training Manager will lead the development and implementation of a comprehensive organizational training strategy for safety and security. This role is responsible for creating modular training adapted to specific needs, including hostile environment awareness and emergency response for high-risk locations. The manager will build internal capacity through Train-the-Trainer (ToT) programs, ensure training quality through alignment with international standards, and provide technical guidance and coaching to staff worldwide. Additionally, the role involves deployment to country programs for risk assessments, contingency planning, and emergency support during critical incidents.
Key Responsibilities
Training Strategy and Approach
- Develop a global organizational training strategy for safety and security training based on industry and sector best practice.
- Develop modular training that can be adapted on a need basis, including hostile environment awareness training for high-risk locations.
Training Design and Capacity Building
- Develop training for both online/e-learning and in-person, ensuring content is developed to the intended audience level and need.
- Ensure a structured and sustainable approach to safety and security training that is not person-specific in delivery.
- Produce comprehensive lesson plans, training materials from up-to-date sources, and facilitator guides (including multi-lingual content).
- Develop training packages and content for Relief International partners to strengthen their safety and security capacity.
- Conduct Train the Trainer (ToT) workshops for identified staff.
- Provide technical guidance and coaching to staff involved in training delivery.
Quality Assurance
- Align training with recognized training bodies and standards; seek external certification for quality assurance where possible.
- Use continual feedback loops to ensure training effectiveness at the operational level.
- Ensure alignment with RI medical governance standards where security training intersects with first aid or medical response.
- Ensure all training content adheres to the RI Code of Conduct and Global Security and Access Policy.
External Representation and Coordination
- Participate in and represent Relief International during external learning development workshops.
- Work with counterparts from external organizations for collective and cost-efficient training initiatives.
Deployment/Surge Support
- Deploy as the security lead or in support of a country program during normal operations, critical incidents, or startup of new programs.
- Conduct security risk assessments and develop comprehensive contingency and security management plans.
- Operate under the authority of the Global Security Lead during deployments.
Behavior and Conduct
- Ensure the highest standards of behavior inside and outside of work, promoting RI’s code of conduct and safeguarding policies.
- Be a model for ethical conduct standards for other team members.
- Report any concerns and ensure a well-functioning Incident Management Team at the country level.
Requirements
- Advanced university degree (MBA/MSc/MA) with commensurate work experience. Significant relevant working experience will be considered without a third-level degree.
- Minimum 8 years of progressive experience in security and access management in high-risk conflict and post-conflict settings.
- Minimum of 5 years’ experience in security risk management in an INGO/NGO in a management position.
- Proven experience developing and delivering both online and face-to-face training to adult learners.
- Certified in adult learning (e.g., Level 3 Award in Education & Training or equivalent).
- Minimum of FREC 3, MIRA, or an advanced qualification (current and in-date) for providing emergency first aid training.
- Qualified and certified to deliver emergency HEAT and first aid/trauma care from a recognized training body.
- Significant experience in crisis/critical incident management and providing CMT/IMT training to senior management teams.
- Excellent communication skills and ability to work in a multi-culturally sensitive setting.
- Proficient in Microsoft Office suite and mapping software such as ArcGIS.
- Proficient in tracking and satellite communication systems.
- Fluency in written and spoken English.
