Job Description
Mercy Corps is seeking a Finance & Administration Director for the anticipated FCDO-funded Land Border Programme. Irregular migration and associated criminal activity in East Africa remain a complex and escalating challenge leading to significant exploitation. This programme integrates 'prevention', 'prepare/protect' and 'pursue' strategies, specifically targeting human traffickers and smugglers. The Finance & Administration Director provides leadership to the finance and operations teams, ensuring sound financial management, analysis, and accounting in adherence to Mercy Corps and FCDO policies. The role is based in Nairobi and is anticipated to start in April 2026 for a 36-month duration.
Responsibilities
Strategy & Vision
Lead the complex, multi-year budgeting process and ensure detailed annual updates.
Incorporate inputs from diverse stakeholders including technical leads, international/local partners, and HQ support teams.
Establish robust systems for oversight across multiple countries and separate awards throughout the project.
Finance & Compliance Management
Develop and implement budgeting and forecasting systems; review financial plans and flag issues to senior management.
Oversee all financial and accounting systems, policies, procedures, and internal controls, adapting them to local regulations.
Manage annual financial audits and ensure partner and subgrantee compliance.
Execute action plans to mitigate operational and compliance risks and improve efficiency.
Ensure transparent use of resources for timely reporting in line with FCDO and Mercy Corps standards.
Administration & Team Management
Oversee recruitment in line with FCDO policies and support activity scaling.
Build capacity within the Finance and Admin teams, providing tools and career development opportunities.
Promote accountability and provide constructive feedback through performance reviews.
Maintain a work environment of mutual respect and excellence.
Safeguarding
Integrate safeguarding risk mitigation into all work areas.
Practice Mercy Corps values regarding the dignity and well-being of participants and team members.
Encourage open communication and use of reporting mechanisms like the Integrity Hotline.
Requirements
A BA/S or equivalent in accounting or finance (Advanced degree preferred).
Minimum 15 years of progressive financial management experience, including supervisory roles.
At least 4 years' experience in grants management and knowledge of FCDO regulations.
Minimum 3 years of international experience (INGO/PVO field office experience preferred).
Proficiency in budget preparation, financial analysis, and translation of financial data into informative reports.
Advanced proficiency in MS Office, specifically Excel.
Effective verbal and written English communication skills.
Experience working in insecure or sensitive environments with diverse teams.
