Role Overview
The Programme Officer is responsible for ensuring the delivery of an effective humanitarian response. The jobholder conducts assessments, develops intervention strategies, and represents DG ECHO at technical levels when appropriate. In some instances, the officer may run an antenna or office and supervise staff in the absence of a Technical Assistant (TA) or manage regional overview tasks when based in a Regional Office (RO).
Key Responsibilities
- Strategy and Policy: Contribute to the design of DG ECHO’s overall strategy, policies, and thematic working groups.
- Project Oversight: Appraise and evaluate partners’ financing requests and monitor projects relative to the adopted intervention strategy.
- Documentation: Prepare fiche-ops (electronic documents for assessing and monitoring projects) and submit them to the responsible Head of Office (HoO) or Technical Assistant (TA).
- Compliance & Liaison: Review policy compliance in cooperation with experts at the RO or Headquarters. Liaise with partners to finalize and review proposals once the appraisal is agreed upon with DG ECHO headquarters.
- Monitoring and Reporting: Evaluate interim and final reports submitted by partners. Pro-actively monitor local or regional events impacting the humanitarian situation and draft comprehensive reports on political, economic, and security developments.
- Emergency Support: Support the HoO/TA during emergency responses and provide backstopping or surge capacity as needed.
- Operational Capacity: Advise on the operational capacity of implementing partners and ensure DG ECHO visibility and communication guidelines are followed.
- Technical Programming: Design and appraise integrated, people-centered programming for the Somalia Humanitarian response. Use Public Health experience for independent appraisal of epidemiological surveillance and digitalized tracking systems.
- Coordination: Manage the operational coordination of health and nutrition partners guided by ECHO Somalia strategic objectives.
Required Qualifications
- Education: A relevant second-level university degree (Master's level) or equivalent professional experience.
- Experience: Minimum 5 years of relevant experience at a national or international level in managing programme/project operations.
- Direct Experience: At least 2 years of experience working with an NGO, a donor, or a national/international organization.
- Sector Knowledge: Very good knowledge of the EU humanitarian aid system, International NGOs, UN Aid Agencies, and the Red Cross Movement.
- Principles: Strong understanding of Humanitarian Aid principles, policies, and standards.
- Technical Skills: Excellent drafting skills and proficiency in MS Office packages (MS Word, Excel, etc.).
