Role Overview
Mombasa County Public Service Board is seeking a highly qualified and experienced professional for the position of Director Human Resource Management. This is a senior leadership role responsible for driving strategic human resource initiatives, managing workforce planning, and ensuring organizational development within the county's public service framework. The ideal candidate will possess deep expertise in Kenyan labour laws and public service policies, providing guidance on human capital management to achieve efficient service delivery.
Key Responsibilities
Provide strategic leadership and direction in human resource management and organizational development.
Lead comprehensive workforce planning and talent acquisition strategies for the county.
Ensure full compliance with Kenyan labour laws and public service human resource policies and procedures.
Manage industrial relations, employee engagement, and staff welfare programs.
Oversee performance management systems and coordinate staff training and development initiatives.
Provide expert advice to the Board and senior management on HR trends, legislative changes, and workforce requirements.
Requirements and Qualifications
Education: Master’s degree in Human Resource Management, Industrial Relations, Industrial Psychology, or a related field from a recognized institution. Must also hold a Bachelor’s degree in Human Resource Management, Business Administration, or Social Sciences.
Professional Certification: Must be a Certified Human Resource Professional (CHRP-K).
Membership: Must be a full member of the Institute of Human Resource Management (IHRM) with a valid practicing license.
Experience: A minimum of twelve (12) years of relevant HR experience, with at least seven (7) years at a senior management level, preferably in a large public institution or hospital.
Specialized Knowledge: Demonstrated experience in strategic HR leadership, workforce planning, and organizational development. Strong understanding of Kenyan labour laws and public service HR policies.
Additional Advantage: Experience in healthcare HR management will be considered an added advantage.
