The Digital Health Officer I plays a critical role in implementing and managing various aspects of the digital health ecosystem, including point-of-care services, health informatics, information management, and systems support. The role involves technical implementation, standards compliance, and capacity building to ensure the effective utilization of digital health solutions across the healthcare sector.
Key Responsibilities
Point of Care Services
- Implement policies, strategies, standards, guidelines, legislation, and regulations on point-of-care solutions.
- Collect data for desk reviews and conduct needs assessments for digital health solutions.
- Implement mitigation strategies for risks associated with the use of point-of-care solutions.
- Sensitize and train users on point-of-care systems and manage the decommissioning process.
- Deploy new solutions in pilot settings and gather clinical support requirements.
- Test clinical decision support systems and monitor user protocol performance and compliance.
- Identify data protection risks related to point-of-care solutions.
Health Informatics
- Identify, document, and analyze reporting needs for aggregate health information systems.
- Conduct gap analyses of current reporting capabilities versus organizational needs.
- Map diverse data sources and prepare datasets for analysis and reporting.
- Conduct comprehensive data quality and periodic compliance audits.
- Monitor key performance indicators (KPIs) for data quality, timeliness, and impact on healthcare outcomes.
- Maintain data breach mitigation strategies and establish maintenance schedules for health information systems.
- Develop interactive dashboards, reports, and health information products for evidence-based decision-making.
- Facilitate knowledge transfer and capacity building for data-driven decision-making.
Health Information Management
- Implement management policies, standards, and guidelines for health information.
- Maintain health information exchange (HIE) registries and analyze functional requirements.
- Implement data quality checks and standards for health information exchange.
- Test and pilot health information protocols and monitor HIE upgrades.
Systems Support & Maintenance
- Identify and address potential system issues before escalation and categorize incidents by severity.
- Monitor systems for data breaches, anomalies, and vulnerabilities.
- Assign roles and responsibilities for technical issues and implement incident response plans.
- Escalate unresolved issues to higher-level support or external vendors.
Standards & Compliance
- Conduct regular audits to ensure adherence to standards and guidelines.
- Implement uniform data and terminologies to enhance data sharing.
- Facilitate integration of systems using international standards such as HL7, DICOM, and FHIR.
- Align digital health solutions with ethical, legal, and technological standards.
Certification & Capacity Building
- Manage documentation and records for healthcare provider certification.
- Train healthcare workers and providers on digital health systems, compliance, and best practices.
- Monitor and evaluate digital health systems curriculum and track training attendance.
- Build local capacity through trainer-of-trainers programs and conduct pilot launches to resolve user experience issues.
Required Compliance Certificates
Applicants must possess the following:
- Certificate of Good Conduct from Directorate of Criminal Investigation (DCI)
- Certificate of compliance from Higher Education Loans Board (HELB)
- Tax Compliance Certificate from Kenya Revenue Authority (KRA)
- Current Self Declaration form from Ethics and Anti-Corruption Commission (EACC)
- Certificate from Credit Reference Bureau (CRB)
