The Deputy Finance Officer is a permanent and pensionable position at the University of Eldoret. The role is designed to develop and implement strategies for financial advice to University management, guiding financial decision-making through the establishment, monitoring, and enforcement of appropriate policies and procedures to ensure full compliance with Government financial regulations.
Duties and Responsibilities
Reporting to the Finance Officer, the successful candidate will be responsible for:
Coordinating the development of accounting policies, strategies, regulations, guidelines, and procedures.
Coordinating the preparation of annual financial statements.
Authorizing payments and ensuring accurate and timely payments for goods, works, and services.
Coordinating the development and monitoring of departmental work plans.
Reviewing management reports and advising on the financial performance of the University.
Validating and approving administration of all tax and statutory compliance issues, including payroll management.
Reviewing periodic reports for submission to The National Treasury.
Ensuring adherence to the approved budget to prevent overspending.
Approving monthly bank reconciliation statements.
Facilitating resource mobilization programmes.
Coordinating the implementation of quality management procedures and performance contracting processes.
Coordinating the preparation of the University budget.
Facilitating responses to audit queries.
Mentoring and coaching staff.
Requirements and Qualifications
Experience: A cumulative service period of at least five (5) years of relevant work experience, three (3) of which must have been as a Senior Accountant.
Education:
Bachelor’s degree in Commerce, Accounting, Finance, or equivalent from a recognized institution.
Master’s degree in Commerce, Accounting, Finance, or equivalent from a recognized institution.
Professional Certification: Certified Public Accountant (K) or equivalent qualification from an accredited examination body.
Leadership Training: Certificate in a Leadership course lasting not less than four (4) weeks.
Professional Membership: Registration with ICPAK in good standing or another relevant professional body.
Technical Skills: Proficiency in computer applications.
Competencies: Demonstrated merit, ability, and leadership in work performance.
