The Digital Health Agency (DHA) is seeking a Deputy Director Supply Chain Management Officer to provide high-level strategic support, executive leadership, and operational oversight to ensure the achievement of the Agency’s mandate. Reporting directly to the Chief Executive Officer, the successful candidate will be responsible for the development, implementation, and review of the Agency’s supply chain management policies, regulations, and procedures while ensuring full compliance with established laws and international guidelines.
Key Responsibilities
- Oversee the development, implementation, and review of the Agency’s supply chain management policies, manual, plans, regulations, and procedures.
- Advise on all policy matters pertaining to supply chain management and ensure compliance with established laws and international guidelines.
- Monitor and evaluate the usage of procured goods and services.
- Introduce modern inventory management techniques and benchmarks.
- Evaluate the performance of suppliers and contractors.
- Facilitate the payment of suppliers for goods and services rendered.
- Coordinate procurement market research.
- Facilitate the disposal of unserviceable and obsolete stores.
- Coordinate the implementation of e-procurement strategies.
Job Requirements and Qualifications
- Cumulative period of fifteen (15) years’ relevant work experience, with at least three (3) years in the grade of Assistant Director, Supply Chain Management or a comparable position.
- Bachelor’s degree in Supply Chain Management, Purchasing and Supplies, Procurement, Commerce, or Business Administration (Supplies Management option).
- Master’s Degree in Supply Chain Management, Logistics, Procurement, or Business Administration (Supplies Management option).
- Certified Procurement and Supply Professional of Kenya (CPSP-K) or equivalent qualifications.
- Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.
- Active Membership to the Kenya Institute of Supplies Management (KISM) or a relevant professional body.
- Valid practicing certificate from a relevant professional body where applicable.
- Proficiency in computer applications.
- Demonstrated high degree of professional competence, managerial, and administrative capability.
Required Compliance Certificates
Successful candidates will be required to provide the following:
- Certificate of Good Conduct from the Directorate of Criminal Investigation (DCI).
- Certificate of compliance from the Higher Education Loans Board (HELB).
- Tax Compliance Certificate from the Kenya Revenue Authority (KRA).
- Current Self Declaration form from the Ethics and Anti-Corruption Commission (EACC).
- Certificate from the Credit Reference Bureau (CRB).
