The Deputy Director Global Security is responsible for reducing the risk exposure of Mercy Corps staff and programs. This senior leadership role involves supporting the Senior Director in developing and implementing the global security strategy, managing regional security teams, and ensuring that global standards of safety and security are established and maintained across the organization's international operations.
Strategy and Program Management
Support the Senior Director in developing and implementing Mercy Corps' global security strategy and ensuring departmental work-streams are aligned.
Draft and implement the Global Security departmental annual work plan.
Monitor key performance indicators (KPIs) for the global security department in collaboration with the Program Officer.
Manage the global security budget in line with internal requirements, including annual budget planning and tracking Budget vs. Actual (BvA) reports.
Provide direct support to regional program teams and leadership, including contingency planning, new programming, and operational support within individual countries.
Lead Crisis Management and Critical Incident response efforts.
Security Procedures and Operations
Establish global standards of safety and security, including metrics for staffing, budgeting, and training.
Ensure security guidance and guidelines are aligned with Mercy Corps practices and policies (e.g., safeguarding, CARM, anti-terrorism financing, and integrity hotline).
Develop and track global metrics for security management and coordinate multi-directional communication flows for security information.
Facilitate action reviews after major incidents.
Support country programs in conducting security assessments and developing security strategies, field audits, and technical training.
Team Management
Supervise four (4) Regional Security Advisors.
Develop team capacity, assist with career development, and build skills to address upcoming priorities.
Identify trends and mentor team members to work effectively in changing conditions.
Promote accountability, communicate expectations, and provide constructive feedback through regular performance reviews.
Hire, orient, and lead team members as necessary.
Representation and Thought Leadership
Strengthen Mercy Corps’ profile on global security through expert interaction with internal stakeholders, partner agencies, donors, and relevant networks.
Promote intra- and inter-agency coordination in security and develop a network of relationships with peers in the humanitarian community (UN, NGO, ICRC, etc.).
Pursue collaborative solutions to collective and agency-specific security challenges.
Requirements and Qualifications
Education: Undergraduate degree or a Master’s degree in International Relations, Politics, or a humanitarian-related field.
Experience: A minimum of 10 years of experience in complex and insecure settings, preferably within a conflict environment and involving large teams.
Alternative Experience: Extensive experience in the security or management field reflecting 5+ years in team management at a senior leadership level.
Humanitarian Access: Experience managing programs that require humanitarian access negotiations and strategizing is highly desired.
Crisis Management: Proven experience in Crisis and Critical Incident Management is required.
Legal Knowledge: Strong understanding of International Humanitarian Law and counter-terrorism legislation.
Skills: Proven written and analytical skills; highly developed interpersonal, negotiation, and mentoring skills.
Technical: Competency in Microsoft Office (Word, Excel, PowerPoint, Access) and mapping systems.
Languages: Fluency in English is required. Knowledge of French, Spanish, or Arabic is an asset.
Training: Formal training qualifications (HEAT, K&R, Personal Security, First Aid) are an asset.
Travel: Willingness to work and travel frequently in often difficult and insecure environments.
