Job Description
The United Nations Office on Drugs and Crime (UNODC) is seeking an International Consultant who is an expert in Anti-Trafficking in Persons (TIP). Through its Regional Office for Eastern Africa (ROEA), UNODC aims to promote and support effective responses by Member States in Eastern Africa to transnational organized crime, illicit trafficking, and illicit drug trafficking. This specific consultancy is part of the US-funded project "Enhancing Effective and Victim-Centered Criminal Justice Responses to Trafficking in Persons (TIP) and Child Sex Tourism (CST) in Madagascar (JTIP Madagascar)".
Duties and Responsibilities
Capacity Building: Support Member States to strengthen their capacity to prevent, investigate, and prosecute trafficking in persons while upholding victim rights.
Legal & Policy Support: Promote effective responses to transnational organized crime at legal, technical, and policy levels.
International Cooperation: Foster international cooperation in criminal matters pursuant to the UNTOC.
Coordination: Assist Member States in increasing coordination among relevant stakeholders, both internally and internationally, for investigating TIP cases.
Victim Support: Ensure due support and assistance are provided to victims of trafficking.
Project Implementation: Execute activities for the JTIP Madagascar project to improve detection and prosecution of TIP and CST.
Research & Knowledge: Strengthen the knowledge of national stakeholders and conduct research in crime prevention and criminal justice issues.
Supervision: Work under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking, and Terrorism Programmes.
Qualifications and Experience
Education: Advanced university degree (Master's or equivalent) in criminology, law, political sciences, development, sociology, or a related discipline. A first-level degree with two additional years of experience may be accepted in lieu of an advanced degree.
Experience: Minimum of five years of relevant working experience in programme/project management or technical assistance in TIP and Smuggling of Migrants (SOM).
Mandate Knowledge: Demonstrated knowledge of the UNODC mandate and Eastern Africa region.
Research Skills: Proven experience in conducting research on crime prevention and criminal justice issues.
Language: Excellent command of both written and spoken English and French is required.
Desirable: Previous work experience with the UN or other international organizations.
