Our mission is to enhance healthcare accessibility, improve patient outcomes, and ensure data security by developing and maintaining a comprehensive digital health ecosystem across Kenya.\n\n### Role Overview\nThe Deputy Director Finance and Accounts is a senior leadership position responsible for providing technical advice on the agency’s financial resources and leading the development and implementation of accounting and financial policies, strategies, and standards.\n\n### Key Responsibilities\n- Providing technical advice on the agency’s financial resources.\n- Developing and implementing internal Accounting and Financial policies, strategies, standards, programmes and regulations.\n- Coordinating the management of Accounting and Financial activities for the agency’s financial resources.\n- Implementing Accounting and financial management regulations, systems and procedures as per the PFMA.\n- Facilitating the implementation of the agency’s strategic plans in line with the agency’s approved budgets.\n- Ensuring maintenance of books of accounts and financial records relating to income and expenditure as well as assets and liabilities of the agency.\n- Coordinating the preparation and implementation of the agency’s budget estimates.\n- Ensuring planning and budgeting for the agency.\n- Mobilizing and managing financial resources for the agency.\n- Promoting efficient allocation and utilization of financial resources.\n- Monitoring the implementation of the approved budget and reporting as required.\n- Ensuring preparation of accounting and financial reports of the agency.\n- Ensuring statutory deductions are remitted to relevant authorities.\n- Building capacity and managing performance of the agency.\n\n### Requirements\n- Cumulative period of fifteen (15) years’ relevant work experience, with three (3) years in the grade of Assistant Director (Accounts or Finance) or a comparable position.\n- Bachelor’s Degree in Finance, Accounting, Commerce, Business Administration, or Business Management (Finance/Accounting options).\n- Master’s degree in Finance, Accounting, Business Administration, or Business Management (Finance/Accounting options) from a recognized institution.\n- Professional qualification as a Certified Public Accountant (CPA-K), Certified Internal Auditor (CIA), Certified Investment and Financial Analyst (CIFA), or ACCA.\n- Membership in good standing with ICPAK, IIA-K, ICIFA, or ACCA.\n- Certificate in a Leadership Course lasting not less than four (4) weeks from a recognized institution.\n- Proficiency in computer applications.\n- Demonstrated merit and ability as reflected in work performance and results.\n\n### Required Compliance Certificates\nCandidates must submit the following:\n- Certificate of Good Conduct from Directorate of Criminal Investigation (DCI).\n- Certificate of compliance from Higher Education Loans Board (HELB).\n- Tax Compliance Certificate from Kenya Revenue Authority (KRA).\n- Current Self Declaration form from Ethics and Anti-Corruption Commission (EACC).\n- Certificate from Credit Reference Bureau (CRB).\n\n### How to Apply\nInterested and qualified candidates should apply online through the Digital Health Agency (DHA) website at dha.go.ke or directly via the following link: Apply Here.
