The County Chief Officer for Agriculture and Irrigation serves as the authorized officer and accounting officer for the specific County department, reporting directly and responsibly to the respective County Executive Committee Member (CECM). This is a highly senior role focused on providing strategic policy direction, implementing key programs, and ensuring effective administration within the Department of Agriculture and Irrigation.
Duties and Responsibilities
The specific duties of the Chief Officer include:
- Serving as the authorized officer and accounting officer in the specific county department.
- Overseeing the overall administration of a county department.
- Leading the formulation and implementation of programs designed to achieve Vision 2030 goals and relevant sector objectives.
- Directing the development and implementation of strategic plans and sector development plans.
- Ensuring the effective implementation of county policies and regulations.
- Providing strategic policy direction for effective service delivery.
- Ensuring compliance with the National Values and Principles of Good Governance and Values and Principles of Public Service as stipulated in Articles 10 and 232 of the Constitution of Kenya, 2010.
- Performing any other duties as may be assigned from time to time.
Requirements for Appointment
Candidates must satisfy the following criteria:
- Must be a Kenyan citizen.
- Possess a Bachelor’s degree from a University recognized in Kenya. Possession of a Master’s degree in a relevant field will be an added advantage.
- Have vast knowledge and experience of not less than 10 years in the relevant field, 5 of which must be in a senior or managerial position in a large organization.
- Must be registered with the relevant professional body (where applicable).
- Demonstrate a thorough understanding of county development objectives and Vision 2030.
- Be a strategic thinker and results-oriented.
- Have excellent communication, organizational, and interpersonal skills.
- Have the capacity to work under pressure to meet strict timelines.
- Have the ability to work in a multi-ethnic environment with sensitivity and respect for diversity.
- Demonstrate understanding and commitment to the National Values and Principles of Governance and Values and Principles of Public Service as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Be computer literate.
