Job Description
As the United Nations Office for Disaster Risk Reduction, UNDRR brings governments, partners and communities together to reduce disaster risk and losses to ensure a safer, more sustainable future. UNDRR (formerly UNISDR) is the United Nations focal point for disaster risk reduction. UNDRR oversees the implementation of the Sendai Framework for Disaster Risk Reduction. The consultant will work under the general supervision of the Programme Management Officer at the UNDRR Regional Office for Africa (ROA) to develop the AMHEWAS Strategic Plan.
Duties and Responsibilities
Stakeholder Consultation: Conduct consultation meetings with experts from UNDRR, AUC, RECs, Selected AU Member States and other partners for guidance, comments, reviews and collections of inputs. Document findings for future reference, including reviews of the existing draft Strategic Plan and SEBE strategic plan.
Policy Alignment: Ensure the Strategic plan is aligned with global policies and initiatives such as the AU Agenda 2063, Sendai framework for Disaster Risk Reduction, Paris Agreement and Early Warning for All initiative.
Draft Presentation: Present the draft Strategic Plan to all relevant partners and stakeholders for comments and reviews.
Results Framework: Develop a results framework with indicators, targets, and monitoring and evaluation (M&E) mechanisms.
Validation Workshop: Facilitate validation workshops for the proposed Strategic Plan with key partners and stakeholders to collect feedback to be incorporated into the draft Strategic Plan.
Implementation Strategy: Prepare the Strategic Plan Implementation plan and propose a financing and resource mobilization strategy.
Final Submission: Submit the desktop published Strategic Plan to the Africa Union Commission through the UNDRR Regional Office for Africa.
Qualifications and Special Skills
Professional Experience: At least ten (10) years of experience in Disaster Risk Reduction, Early Warnings, Climate Change or any other relevant field is required.
Strategic Planning: Proven experience in the development of strategic plans or frameworks for national, regional or multilateral institutions is required.
Regional Context: An understanding of African institutional frameworks and development agendas is desirable.
Analytical Skills: Excellent analytical, facilitation, and report-writing skills are desirable.
Multilateral Experience: Experience working with multilateral organizations, governments, and development partners is desirable.
Education: A Bachelor's degree (BA/BSc/HND) in a relevant field is required.
