Role Overview
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the world's environmental agenda. They are seeking an International Consultant to focus on Climate Services Financing and Sustainability. The consultant will support National Meteorological and Hydrological Services (NMHS) by analyzing their financial health, identifying gaps, and developing sustainable funding frameworks to ensure the long-term viability of critical early warning systems and meteorological services.
Key Responsibilities and Tasks
- Financial Situation Assessment: Analyze current funding sources, expenditures, and financial management practices of the NMHS, assessing the effectiveness of existing resource mobilization mechanisms.
- Gap Identification: Identify financial and non-financial shortfalls (infrastructure, equipment, personnel, services) needed to maintain and improve NMHS.
- Inventory & Maintenance: Develop a list of all equipment/products/services supplied under the programme and their financial and non-financial maintenance requirements.
- Funding Mechanism Development: Explore sustainable funding options including Government Budget Allocations, User Fees (cost recovery), Public-Private Partnerships, and Climate Finance (green bonds, carbon finance, etc.).
- Efficiency Analysis: Assess cost-effectiveness of meteorological services and identify efficiency gains.
- Risk Management: Identify potential financial risks, such as changes in government priorities or development partner funding, and develop mitigation strategies.
- Sustainability Framework: Create a framework for long-term sustainability including monitoring, evaluation, and adaptive management mechanisms.
- Capacity Building: Identify capacity gaps within the NMHS required to support equipment and service sustainability and develop a practical action plan.
- Reporting: Compile recommendations and present the final Financing Policy and Sustainability Plan to the Project Steering Committee (PSC).
Requirements and Qualifications
- Education: An advanced university degree (Master's) in financing, public policy, climate information services, economics, or a related field. A first-level degree (Bachelor's) with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.
- Experience: A minimum of 7 years of demonstrated experience in developing institutional/national financing policies, sustainability plans, or cost-recovery plans.
- Specialized Knowledge: Demonstrated knowledge of climate information services or multi-hazard early warning systems.
- Regional Context: Experience collaborating with governments, development partners, and NMHS in the Pacific region is highly desirable.
