Job Description
Role Overview
The Chief Officer for Agriculture, Livestock, Fisheries, and Veterinary Services will serve as the Accounting and Authorized Officer for the Department. Reporting to the respective County Executive Committee Member, the successful candidate will be responsible for the day-to-day administration, coordination, and strategic direction of the department's programs and services.
Duties and Responsibilities
Administration & Coordination: Handle the day-to-day administration and coordination of the respective county department as provided under section 46.
Strategic Policy Direction: Provide strategic policy direction for effective service delivery within the department and implement policies and programs.
Strategic Planning & Performance: Develop and implement strategic plans and sector development goals, including performance management.
Vision 2030 Alignment: Formulate and implement effective programs to attain Vision 2030 goals.
Governance & Values: Promote and ensure compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
Financial Management: Oversee the management of finances, including the preparation of budget estimates, annual work plans, and operational programs.
Collaboration & Partnerships: Maintain effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
Requirements for Appointment
Be a Kenyan citizen.
Must hold at least a Bachelor's degree in the field of Agriculture, Livestock Production or Animal Health Development, Veterinary Services, Fisheries, or any other relevant recognized qualification from a university recognized in Kenya.
A Master’s degree in a recognized relevant field will be an added advantage.
Must possess knowledge, experience, and a distinguished career of not less than ten (10) years in the specific field, five (5) of which must be at a senior level in either the government or private sector.
Demonstrate a thorough understanding of devolution, county development objectives, and Vision 2030.
Be conversant with policy formulation and implementation.
Satisfy all requirements of Chapter Six of the Constitution of Kenya, 2010.
