The Chief Officer will serve as the Accounting and Authorized Officer for the Department of Agriculture, Livestock, and Aquaculture Development within the County Government of Nyeri. Reporting directly to the respective County Executive Committee Member, the successful candidate will provide strategic leadership, coordinate departmental functions, and ensure the effective delivery of services to the citizens of Nyeri.
Duties and Responsibilities
- Administration & Coordination: Manage the day-to-day administration and coordination of the county department as provided under section 46 of the County Governments Act.
- Strategic Policy Direction: Provide high-level policy guidance to ensure effective service delivery within the department.
- Policy Implementation: Oversee the execution of departmental policies, programs, and strategic plans.
- Strategic Planning: Develop and implement sector development goals and performance management systems.
- Vision 2030 Alignment: Formulate and implement effective programs aimed at attaining the objectives of Kenya Vision 2030.
- Governance Compliance: Promote and ensure compliance with National Values and Principles of Governance as outlined in Articles 10 and 232 of the Constitution of Kenya.
- Financial Management: Oversee the management of finances, preparation of budget estimates, and development of annual work plans.
- Partnerships & Collaboration: Maintain effective collaboration and partnerships with other organs of the County, other Counties, and the Private Sector.
- General Duties: Perform any other duties as may be assigned by the relevant Executive Committee Member.
Requirements for Appointment
- Be a Kenyan citizen (Must attach a copy of National ID).
- Possession of KCPE and KCSE Certificates (Must attach certificates).
- A First Degree in a relevant field from a university recognized in Kenya.
- Minimum of ten (10) years of relevant professional experience.
- At least five (5) years’ experience in a leadership position at a Senior Management level in the Public Service or Private Sector.
- Proven knowledge and experience in Programme Based Budgeting (PBB), Planning, and financial analysis.
- Demonstrated understanding of and commitment to the Values and Principles outlined in Articles 10 and 232 of the Constitution of Kenya.
- Thorough understanding of Vision 2030.
- Satisfy the requirements of Chapter Six of the Constitution of Kenya (Integrity).
- A Master’s degree in a relevant field will be an added advantage.
