Role Overview
The United Nations Environment Programme (UNEP) is the leading global environmental authority that sets the global environmental agenda and serves as an authoritative advocate for the environment. UNEP is seeking a Project Preparation Grant (PPG) Consultant for the CF Uganda project. The consultant will support the development and submission of the CEO Endorsement Document package for the Global Environment Facility (GEF).
Duties and Responsibilities
Reporting: Prepare a mission report and validation workshop report summarizing findings, recommendations, decisions, and the participants' list.
Co-finance Management: Lead discussions on co-finance contributions, validate the amount and nature of contributions, identify project component allocations, and complete co-finance budget templates.
Stakeholder Engagement: Prepare a final stakeholder consultation report as required by GEF guidelines.
Technical Documentation: Prepare a final and complete version of the CEO Endorsement Document and all associated annexes for internal UNEP review and GEF Secretariat submission.
Review Process Support: Prepare the submission package for the UNEP Project Review Committee (PRC) and draft responses to their reviews.
GEF Submission: Manage the submission package to the GEF secretariat and draft responses to Secretariat reviews until final approval is obtained.
Quality Assurance: Inform UNEP on the status of work and highlight risks related to information quality or project schedules. Performance will be measured by the submission of deliverables in accordance with deadlines and the technical quality of the CEO endorsement packages.
Qualifications and Requirements
Academic Background:
An advanced university degree (Master's or equivalent) in economics, environmental sciences, business, management, or a related discipline is required.
A first-level university degree (Bachelor's) with an additional two years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
Minimum of two (2) years of experience in developing, assessing, evaluating, or managing projects in fields such as climate change mitigation, climate finance, sustainable/green finance, or environmental development.
Proven experience in drafting technical project documents is required.
Experience working with GEF or UNEP projects is highly desirable.
Experience with multilateral or bilateral funding entities in environmental or climate sectors is an added advantage.
