Role Overview
The International Rescue Committee (IRC) is seeking a Baseline Consultant for the AFYA UZAZI JUMUISHI project. This integrated Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH) initiative aims to improve health outcomes for women and children in the Kakuma refugee camp and host communities in Turkana County. The baseline survey is a formative study designed to establish the initial status of key indicators, serving as a reference point for measuring progress and evaluating effectiveness over time.
Project Outcomes
Outcome 1: Improved availability and access to RMNCAH services for women of reproductive age and children in Kakuma refugee camp.
Outcome 2: Enhanced efficiency and effectiveness in the delivery of quality client-centered RMNCAH services within PHC facilities in Kakuma refugee camp.
Outcome 3: Strengthen the health system to deliver quality RMNCAH services at health facility and community levels in Turkana County.
Target Group
Direct Beneficiaries: 77,405 women of reproductive age, 44,231 adolescents, and 9,126 neonates (90% refugees, 10% host population).
Capacity Building: 31 healthcare providers (nurses, clinical officers, midwives, etc.), 60 Community Health Promoters (CHPs), and 2 Community Health Assistants (CHAs).
Indirect Reach: Over 280,000 individuals through community messaging and outreach, including vulnerable groups and persons with disabilities.
Rationale and Objectives
The survey will generate critical insights into the needs of target groups to inform implementation strategies and set benchmarks. Specific objectives include:
Providing baseline data for RMNCAH indicators.
Assessing community knowledge, attitudes, and practices (KAP).
Evaluating the availability and quality of services in IRC-supported facilities.
Identifying socio-cultural and economic barriers to service uptake.
Scope of Work
1. Inception Phase: Review project documents, develop an Inception Report (methodology, tools, sampling, ethics), and validate the plan with IRC teams.
2. Tool Design and Data Collection: Design and pre-test tools (household questionnaires, FGD, KII guides); recruit and train enumerators; collect data via CommCare; and conduct interviews and facility assessments.
3. Data Analysis and Reporting: Analyze data using SPSS/STATA and thematic analysis; compare findings with national benchmarks (KHIS, KDHS); facilitate a validation workshop; and submit a final report and raw data.
Methodology
Study Design: Cross-sectional descriptive study using a mixed-methods approach.
Sampling: Stratified random sampling (households) and purposive sampling (KIIs/FGDs).
Disaggregation: Data will be broken down by sex, age, refugee/host status, and geography.
Duration
The consultancy will run for 30 working days, covering inception, fieldwork, analysis, and reporting.
Consultant Qualifications
Master’s degree in Public Health, Epidemiology, Demography, or Biostatistics.
Minimum 10 years of experience in conducting baseline or evaluation studies in RMNCAH or humanitarian settings.
Experience with USAID, EU, and UN donor-funded assessments is an added advantage.
Strong understanding of Kenya Health Information Systems (KHIS) and UNHCR HIS.
Experience in data collection using digital tools (CommCare).
Proficiency in quantitative and qualitative analysis with excellent writing skills.
