The Assistant Director – Risk Management role at the Teachers Service Commission (TSC) is a senior management position (Advert No. 77/2026) focused on overseeing and implementing the organization's risk management framework. The successful candidate will be responsible for identifying potential risks, analyzing processes for improvement, and ensuring that mitigation strategies are effectively carried out across all levels of the Commission, including regional and county offices. This role operates on a contract basis and involves significant leadership in divisional work planning, budgeting, and staff supervision.
Duties and Responsibilities
Risk Identification: Identifying institutional risks and recommending appropriate mitigation strategies.
Staff Induction: Inducting and guiding newly recruited or deployed employees within the Risk Management Division.
Planning: Spearheading the preparation of the Division’s annual work plan for submission to the Deputy Director, Risk Management.
Risk Oversight: Reviewing Key Risk Indicators (KRIs) and Key Controls (KCs) for Directorates, Regional, and County Offices.
Financial Management: Overseeing the preparation of the budget and procurement plan for the Division.
Policy Development: Guiding the development and periodic review of the risk management manual.
Implementation: Coordinating the implementation of risk management initiatives and analyzing processes for continuous improvement.
Operationalization: Disseminating and operationalizing the institutional risk management policy and framework.
Monitoring: Following up on the implementation of risk mitigations and reviewing risk management reports from Principal Risk Management officers.
Performance Management: Identifying staff performance gaps, recommending suitable training, and supervising employees for optimum performance.
Requirements for Appointment
To be eligible for this grade, an officer must meet the following qualifications:
Experience: Served in the grade of Principal Officer – Risk Management for a minimum period of three (3) years; OR at least five (5) years’ experience in a comparable position.
Academic Education: A Bachelor’s degree in Education, Human Resources Management, Commerce, Arts, Economics, Business Management, ICT, Project Management, Procurement, Business Administration, Law, or Social Sciences from a recognized institution.
Advanced Degree: A Master’s degree from a recognized institution is considered an added advantage.
Professional Certification: Professional qualification such as Certified Risk Management Assurance (CRMA), Certified in Risk and Information Systems Control (CRISC), or a Diploma in Risk Management is an added advantage.
Management Training: Completion of a Senior Management Course (at least 4 weeks duration) from a recognized institution.
Merit: Demonstrated merit and ability as reflected in work performance and results.
Terms and Remuneration
Terms of Service: Five (5) years contract, renewable once subject to satisfactory performance.
House Allowance: Applicable rates per TSC guidelines.
Commuter Allowance: Kshs. 12,000.
Leave Allowance: As provided for the TSC Secretariat.
Annual Leave: 30 working days per calendar year.
Medical Cover: As provided in the TSC Secretariat Medical Scheme.
