As one of the largest insurers and financial services companies in East Africa, ICEA LION Group is seeking a dedicated Anti-Money Laundering (AML/CFT/CPF) Officer. The successful candidate will be responsible for the development, implementation, and maintenance of the AML/CFT/CPF compliance framework, policies, and procedures in line with POCAMLA, PTA, IRA guidelines, and FATF recommendations.
Key Responsibilities
Policy Development: Develop and maintain the AML/CFT/CPF compliance framework and conduct periodic reviews to ensure alignment with evolving regulatory requirements, including amendments to POCAMLA.
Regulatory Liaison: Assist the Money Laundering Reporting Officer (MLRO) as a liaison between ICEA LION Life Assurance and bodies such as the Financial Reporting Centre (FRC) and the Insurance Regulatory Authority (IRA).
Risk Assessment: Conduct enterprise-wide risk assessments to identify money laundering, terrorism financing, and proliferation financing risks; maintain risk matrices and key risk indicators (KRIs).
Compliance Monitoring: Oversee Customer Due Diligence (CDD), Enhanced Due Diligence (EDD), and Know Your Customer (KYC) standards, including beneficial ownership identification.
Transaction Monitoring: Oversee systems to detect suspicious activities and unusual patterns; manage customer screening against sanctions lists (e.g., UN Security Council sanctions).
Reporting: Prepare and submit Suspicious Transaction Reports (STRs) and Cash Transaction Reports (CTRs) to the FRC within prescribed timelines; ensure timely submission of Annual Compliance Reports.
Training and Culture: Design and deliver tailored training programs to business units and promote a strong culture of financial crime prevention throughout the organization.
Audits and Records: Coordinate internal and external AML audits and inspections; maintain accurate records for a minimum of seven years as mandated by law.
Stakeholder Collaboration: Work with Legal, Internal Audit, IT, and Operations, and conduct due diligence reviews on intermediaries and third-party partners.
Qualifications and Knowledge
A Bachelor's degree in Finance, Economics, Law, Actuarial Science, or a Business-related field.
A postgraduate Master's degree and professional qualification in Compliance, Risk Management, or Anti-Money Laundering is an added advantage.
Professional certification in AML/CFT (e.g., CAMS, ICA International Diploma) is highly desirable.
In-depth understanding of the Kenyan regulatory environment (POCAMLA, PoTA, Insurance Act, IRA guidelines).
Strong knowledge of FATF Recommendations, international AML standards, and sanctions regimes.
Understanding of life insurance operations and associated financial crime vulnerabilities.
Proficiency in AML screening tools, transaction monitoring systems, and regulatory platforms like goAML.
Excellent analytical, investigative, and problem-solving skills.
