About the Role
The Animal Detection Systems (ADS) Assessor reports to the PSC’s Global Technical Advisor. This role is responsible for overseeing and coordinating the implementation and execution of all ADS-related operations, particularly supporting UNMAS (United Nations Mine Action Service). The primary focus is on quality management, accreditation, and technical advisory for explosives, narcotics, and human scent detection dogs.
Key Responsibilities
Primary Support to UNMAS ADS Operations
- Oversee execution of all ADS-related operations as directed.
- Ensure contractor compliance with contractual obligations in coordination with procurement teams.
- Implement and manage the ADS Quality Management System (QMS), including QA/QC assessments.
- Report outcomes according to National Technical Standards and Guidelines (NTSG) or National Standards (NS).
- Lead regular Accreditation/Inspections of ADS teams, producing detailed assessment reports and recommendations.
- Maintain up-to-date knowledge of International Mine Action Standards (IMAS) and National Mine Action Standards (NMAS).
- Review training records and maintenance training for contracted teams.
- Integrate ADS efforts with overall security plans by liaising with Mission authorities and UNDSS.
Global Advisory & PSC Support
- Refine ADS program design for explosives, narcotics, and human scent detection.
- Provide expert technical advice on ADS operations to UNOPS PSC and programs.
- Lead Feasibility Assessments (FA) and design concepts of operations for multi-purpose projects.
- Develop technical requirements for Narcotic Detection Dogs (NDD) and Human Scent Detection Dogs (HSDD).
- Conduct technical missions, including Pre-Deployment Assessments (PDA) and Operational Readiness Inspections (ORI).
Knowledge Management & Innovation
- Lead a global community of ADS experts to foster collaboration and knowledge sharing.
- Champion innovation by identifying emerging trends and technologies.
- Develop training packages and QA courses for field personnel and contractors.
Key Performance Indicators (KPIs)
- Target Indication Rate: 100% indication rate during accreditation.
- Operational Accuracy: 0% false indication rate and 100% area coverage.
- Compliance Threshold: Active suspension of status if more than 50% of an organization's teams fail assessments.
Requirements
- Education: Master’s degree with 7 years of experience; OR Bachelor’s degree with 9 years of experience; OR High School Diploma with 13 years of experience.
- Certifications: Must have internationally recognized Product Scent Detection Dog Assessor/Evaluator and Instructor certifications.
- Technical Knowledge: Deep familiarity with IMAS and NMAS standards and best practices in canine operations.
