Job Description
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. The Administrative Technical Assistant is responsible for executing administrative and facility management tasks to support the NRC's operations in Garissa and Dadaab. The role involves managing assets, coordinating IT services, supervising compound maintenance, and assisting with security and safety protocols in a complex humanitarian context.
Key Responsibilities
Adhere to NRC policies, tools, handbooks, and implementation guidelines.
Assist with the implementation of the support function portfolio according to the established plan of action.
Prepare and develop status reports as required by management.
Implement and maintain a filing system for all administrative documents in accordance with procedures.
Coordinate computer-related services, maintenance, and license renewals with the IT Coordinator in Nairobi.
Coordinate and regularly prepare casual and incentive staff payroll data for review.
Conduct and monitor the security and safety of NRC assets in DMO, and coordinate with partners at TVET, AEP, and Dagahaley Compounds.
Represent the organization in compound management meetings.
Coordinate cleaning and renovations of NRC compounds (Care and Main) and offices, including the supervision of casual staff.
Raise requisitions, receive, record, distribute, and maintain an adequate inventory of office and accommodation assets and consumables.
Arrange accommodation for staff and visitors, manage check-ins, and follow up with payments.
Ensure utility bills (electricity and water) are paid on time in collaboration with Finance and HR Officers.
Manage and update the asset register, ensuring all assets are registered according to NRC guidelines, SOPs, and donor regulations.
Conduct physical checks of assets on a quarterly basis.
Ensure all health, safety, and security equipment is available and in good working condition.
Liaise with UN agencies, NGOs, and other external actors to gain security information and analyses in Dadaab.
Maintain custody of office keys and perform any other duties assigned by the line manager.
Qualifications and Experience
Minimum of 2 to 3 years of relevant work experience in administration or safety and security.
Experience working as an Administrator or in Safety and Security within a humanitarian/recovery context.
Previous experience working in complex and volatile environments.
Bachelor’s degree in Business Administration, Information Technology, or a related field.
Related course certifications (e.g., in project management, risk assessment, or facility management) are highly desirable.
Training in Health, Access, and Security protocols.
Proven results related to the position's responsibilities.
Knowledge and proficiency in English.
