Job Description
The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements. It is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. Within delegated authority, the Administrative Officer will be responsible for coordinating human resource activities, strategic talent pipeline design, and general administrative functions to support the organization's strategic goals.
Responsibilities
Human Resources Administration: Effectively coordinate recruitment, placement, promotion, performance appraisal, job classification reviews, training, and separation of staff members, ensuring consistency with UN rules and procedures.
Talent Management: Coordinate activities related to the design and coordination of strategic talent pipelines (e.g., non-staff personnel) aligned with future leadership and technical skills needs.
Staff Regulations: Define conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
Performance Management: Provide support in the implementation of the e-Performance system and coordinate activities related to investigation in rebuttal cases to the Performance Appraisal System.
Workforce Planning: Participate in the design and periodic review of medium- and long-term workforce alignment with the Organization's strategic plan.
Selection Systems: Provide guidance to programme managers in the utilization of Inspira for staff selection, ensuring compliance with administrative instructions.
Staffing Control: Review monthly post incumbency reports for vacancy management and staffing table control.
Staff Welfare: Assist the Chief of Section in personnel-related issues, including meeting with staff representatives and discussing solutions for staff welfare and work conditions; mediate grievances as required.
Reporting: Organize, gather, and maintain statistics and prepare reports on personnel matters.
Regional Monitoring: Monitor and evaluate recruitment and placement activities of regional offices and recommend procedural corrections.
General Administration: Oversee office technology needs and maintenance of equipment and software; collect and analyze data to identify trends using data visualization methods for planning and decision-making.
Requirements
Education: Advanced university degree (Master's degree or equivalent) in business or public administration, finance, accounting, law, or a related area. A first-level university degree with two (2) additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: A minimum of five (5) years of progressively responsible experience in administration, finance, accounting, administration management, or a related field.
Specific Experience: Experience in recruitment and staff selection using integrated information management systems is required. Experience in providing strategic administrative advisory support in an international organization is required.
Desirable Qualifications: Successful completion of programs in data analytics or data science; experience in administration of large-scale staffing tables; experience in supporting organizational-wide change management programs; and two (2) or more years of experience in data analytics.
