About the Role
Execute and enforce the HSE (Health, Safety, and Environment) program at the biochar facility on a day-to-day basis. Working under the direction of the Controls, Health, and Safety Specialist, ensure compliance with Kenyan HSE regulations, run inductions and toolbox talks, conduct site inspections and incident investigations, and support Safety Marshals across shifts. Serve as the on-site HSE presence embedding safety culture across the facility while escalating systemic risks and policy decisions to the Specialist.
Responsibilities
HSE Program Execution
- Implement and maintain the facility's HSE management system, risk registers, and emergency response plans under the direction of the Controls, Health, and Safety Specialist.
- Conduct regular safety audits, site inspections, and incident investigations across all shifts and lines; escalate significant findings to the Specialist for review and action.
- Maintain HSE documentation, incident logs, CAPA (Corrective and Preventive Action) records, and inspection reports; ensure all records are audit-ready.
- Support the Specialist in preparing regulatory submissions and responses to inspections by DOSH (Directorate of Occupational Safety and Health Services), NEMA (National Environment Management Authority), and county authorities.
Hazard Management
- Execute HACCP (Hazard Analysis and Critical Control Points) implementation at the shop-floor level: verify that all hazards are identified and communicated to every worker before they begin work at their station.
- Support the Specialist in maintaining HACCP system documentation and preparing the system for external audit.
- Train Production Supervisors and Lab Analysts on HACCP execution at shift level under a plan set by the Specialist.
Safety Culture
- Deliver HSE inductions, ongoing training, toolbox talks, and emergency drills for all facility staff following programmes designed by the Specialist.
- Support all shift-designated Safety Marshals (Production Supervisors), reinforcing consistent safety standards across shifts.
- Track and report training completion across the facility.
- Cultivate a facility culture where every employee feels empowered to stop unsafe work; model the behaviour on the shop floor.
Environmental Compliance
- Conduct routine environmental monitoring rounds covering emissions, waste management, water use, and ash and biochar handling procedures.
- Maintain ambient air quality monitoring records per the facility's environmental monitoring program; feed data into the MRV (Monitoring, Reporting, and Verification) pipeline in coordination with the MRV Coordinator.
- Coordinate scheduled third-party emissions and leakage testing under the Specialist's oversight.
Escalation Coordination
- Escalate systemic HSE risks, policy questions, and significant incidents to the Controls, Health, and Safety Specialist without delay.
- Coordinate with the MRV Coordinator on HSE-related MRV documentation.
- Coordinate safety responsibilities across all Production Supervisors (Safety Marshals) and casual labour through the Administration Supervisor.

Qualifications
- Degree or diploma in Occupational Health & Safety, Environmental Science, or a related field.
- 2 years experience as an HSE professional in an industrial or manufacturing setting.
- Certified HSE professional strongly preferred (NEBOSH, IOSH, or equivalent).
- Strong knowledge of Kenya’s OSHA (Occupational Safety and Health Act, 2007) and NEMA regulations.
- Proven experience implementing HACCP systems.
- Strong communication and training facilitation skills; must be able to engage workers at all levels.
