Senior Supply Chain Officer

The Senior Supply Chain Officer role is situated within the Warehouse Receipt System Council (WRSC), a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, established by the Warehouse Receipt System Act No. 8 of 2019. The WRSC oversees the Warehouse Receipt System (WRS), a process where owners of commodities (Farmers or Aggregators) deposit their commodities in a certified warehouse and are issued receipts.

Key Duties and Responsibilities

• Sourcing and inviting for suppliers through request for quotations.
• Preparing procurement plans, local purchase orders, periodic and annual supply chain management reports and returns.
• Participating in tender opening and evaluation.
• Inspecting the conditions of goods received.
• Checking and verifying issue notes and invoices.
• Carrying out market survey and research.
• Reconciliation of records.
• Implementing provision of the procurement manual.
• Identifying unserviceable, obsolete and surplus stores and equipment for disposal in accordance to laid down procedures and regulations and issuing stores to users.

Person Specifications (Mandatory Requirements)

Candidates must meet the following mandatory requirements:

• Served for cumulative six (6) years, three (3) of which must have been in the grade of a Supply Chain Management Officer I or equivalent qualification in a comparable institution.
• Bachelor degree in any the following disciplines: Procurement and Supply Chain Management, Purchasing and Supplies Management, Supply Chain Management, Procurement and Contract Management, Logistics and Supply Chain Management, Procurement and Logistics Management or equivalent qualification.
• Be a member to a relevant professional body and in good standing.
• Be proficient in computer applications.
• Shown merit and ability as reflected in work performance and results.
