Senior Planning Officer

The Warehouse Receipt System Council (WRSC) is a State Corporation under the Ministry of Agriculture, Livestock, Fisheries and cooperatives, established by the Warehouse Receipt System Act No. 8 of 2019.

This role, Senior Planning Officer, is essential for executing key planning, monitoring, and evaluation functions necessary for the Council's strategic direction, performance management, and financial planning cycles.

Key Duties and Responsibilities

The Senior Planning Officer will undertake the following duties:

• Collecting, collating, processing and interpreting statistical data.
• Implementing the Council’s strategic plan and service charter.
• Implementing the Council’s performance contract and master plan.
• Developing departmental work plans and aligning them to the budget.
• Monitoring and reporting on progress in the implementation of projects and programmes.
• Conducting economic analysis and baseline survey.
• Preparing the Council’s Public Expenditure Review and Mid Term Expenditure Framework (MTEF) budget.
• Providing input in the preparation of development plans.

Person Specifications

Candidates must fulfill the following mandatory requirements:

• Experience: Must have served for a cumulative six (6) years, three (3) of which must have been in the grade of a Planning Officer I or equivalent qualification in a comparable institution.
• Education: Bachelor’s degree in any of the following disciplines: Economics, Statistics, Mathematics, Philosophy of Economics or an equivalent qualification.
• Professional Status: Must hold a professional qualification and be a member in good standing of a relevant professional body.
• Skills: Must be proficient in computer applications.
• Performance: Must demonstrate merit and ability as reflected in work performance and results.
