Senior Human Resource Management Officer

The Senior Human Resource Management Officer role is situated within the Warehouse Receipt System Council (WRSC), a State Corporation operating under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives. WRSC was established by the Warehouse Receipt System Act No. 8 of 2019 to oversee the Warehouse Receipt System (WRS), which facilitates commodity owners (Farmers or Aggregators) depositing their goods in certified warehouses and receiving corresponding receipts.

This officer is critical for executing core Human Resource Management (HRM) decisions, ensuring compliance with existing rules and procedures, managing staff data, coordinating training and development, and administering staff welfare programs within the Council.

Key Duties and Responsibilities

Overview of Functions:

• Processing human resource management decisions in line with existing rules, regulations, and procedures.
• Preparing and processing training projections for staff development.
• Updating payroll and compiling human resource data essential for compliment control.
• Verifying human resource data/information concerning recruitment, appointment, discipline, promotions, deployment, and pension administration.
• Preparing and compiling reports on the implementation and monitoring of performance management systems, including performance appraisal exercises.
• Implementing staff welfare schemes such as group personal life and accident, medical, or insurance schemes.
• Preparing comprehensive records of staff training and development programs for the Council.

Person Specifications (Mandatory Requirements)

Candidates must meet the following mandatory requirements:

• Have served for a cumulative period of six (6) years, with at least three (3) years served in the grade of a Human Resource Management Officer I or an equivalent qualification in a comparable institution.
• Hold a Bachelor's degree in any of the following disciplines: Human Resource Management, Human Resource Planning and Development, Labour and Industrial Relations, Business Management (HRM Option), or an equivalent qualification from a recognized institution.
• Be a member of a registered professional body in good standing where applicable.
• Be proficient in computer applications relevant to the HR field.
• Must demonstrate merit and ability as reflected in work performance and results.
