The role of the Senior Deputy Director, Human Resource Management and Administration (KW 2) is a senior leadership position reporting directly to the Director/CEO of the Institute. This role is crucial for developing and implementing human resource strategies and overseeing administrative functions to ensure the organization maintains a competitive employment environment and a motivated workforce.
Duties and Responsibilities
The duties and responsibilities for this position will entail:
- Developing the comprehensive human resource strategy for the Institute.
- Developing and constantly reviewing the Institute's terms and conditions of service to ensure they reflect competitive employment practices and adequately motivate staff.
- Coordinating organizational development and job reviews with the purpose of defining job requirements that support both organizational objectives and personal staff development.
- Managing the recruitment function to secure the necessary human resource skills and competencies.
- Developing and managing employee welfare schemes and other incentives, such as medical plans, employee insurance, and compliance with health and safety requirements.
- Developing and monitoring the implementation of the Institute’s performance management process.
- Regularly reviewing the remuneration policy and structure and providing strategic advice as appropriate.
- Analyzing the staffing levels and generating proposals for effective succession planning.
- Analyzing the utilization of human resources within the Institute and advising management on proper deployment strategies.
- Analyzing staff progression patterns and making proposals for career development.
- Ensuring the correct interpretation and implementation of all human resource regulations, including those related to pensions, salary administration, labour laws, and other relevant statutes concerning human resource management.
Job Specifications and Qualifications
For appointment to this grade, a candidate must satisfy the following requirements:
- Experience: Served for a cumulative period of fifteen (15) years’ relevant work experience, five (5) of which must be in a senior management position.
- Education (Option 1): Bachelor’s degree in Human Resource Management or an equivalent qualification from a recognized Institution.
- Education (Option 2): Bachelor’s degree in Economics, Sociology, Business Administration, Public Administration, or Commerce, PLUS a Post Graduate Diploma in Human Resource Management/Development or an equivalent qualification from a recognized Institution.
- Postgraduate Qualification: Master’s degree in Human Resource Management, Public Administration, Business Administration, or an equivalent qualification from a recognized Institution.
- Training: Completion of a Leadership Course lasting not less than four (4) weeks from a recognized Institution.
- Professional Standing: Must be registered by the Institute of Human Resource Management (IHRM).
- Licensure: Possession of a valid practicing license.
- Technical Skills: Proficiency in computer applications.
- Competence: Demonstrated managerial, administrative, and professional competence in work performance and results.
Applicants will also be required to meet the requirements of Chapter Six (6) of the Constitution of Kenya on Leadership and Integrity. The following clearances will be required from successful candidates upon job offer (and not at the application stage):
- Certificate of Good Conduct
- Clearance from the Ethics and Anti – Corruption Commission
- Certificate of Compliance from the Higher Education Loans Board (HELB)
- Kenya Revenue Authority (KRA) Tax Compliance Clearance
- Certificate of Clearance from the Credit Reference Bureau (CRB).
