Job Description
Role Overview
The World Health Organization (WHO) is establishing a roster of Data Analytics Consultants to support the planning, design, implementation, management, and continuous enhancement of data analytics and automation solutions. The primary goal is to improve the effectiveness, transparency, and efficiency of operational support provided to the Global Polio Eradication Initiative (GPEI) and other health programs. This consultancy is initially for a period of 4 months.

Enhancing the efficiency and reliability of data workflows.
Ensuring accurate and timely payments to campaign workers.
Strengthening transparency, accountability, and compliance.
Enabling data-driven decision-making through real-time analytics and reporting.
Responsibilities and Deliverables
System Configuration & Deployment
Configure and customize ACL Robotics projects with automated scripts to manage campaign data workflows, operational requirements, and financial service provider standards.
Design and deploy automated workflows for data ingestion, validation, processing, and reconciliation.
Develop reusable scripts and automation routines to support scalable campaign operations.
Ensure integration of data systems with digital payment platforms and external partners.
Data Management & Analytics
Process and analyze large datasets related to worker registration, attendance tracking, and digital payments.
Implement automated data quality checks within ACL Robotics to ensure completeness, accuracy, and compliance.
Generate validated payment files for digital disbursement.
Apply advanced analytics techniques to identify trends, anomalies, and operational risks.
Operational Support
Collaborate with Digital Finance Officers, WHO Country Offices, and Ministries of Health to troubleshoot data and system issues.
Provide technical support during campaign planning, worker enrollment, and payment execution phases.
Support reconciliation of payments with financial service providers to ensure transparency and accountability.
Coordinate with Mobile Network Operators and financial service providers to support KYC validation processes.
Reporting, Dashboards & Analytics
Develop interactive dashboards and automated reports using data outputs from ACL Robotics workflows.
Provide real-time visibility into key campaign indicators, including registration, attendance, and payment status.
Deliver actionable insights to inform operational and strategic decision-making.
Capacity Building & Documentation
Train WHO staff, Ministries of Health, and partners on the use of ACL Robotics tools, automated workflows, and data analytics best practices.
Develop training materials, user guides, and standard operating procedures (SOPs).
Document workflows, automation scripts, and system configurations for institutional memory.
Capture lessons learned and provide recommendations to enhance system performance and scalability.
Requirements
Educational Qualifications
Essential: A first-level university degree in Information Systems, Computer Science, Information Technology, Business Administration, Accounting, or a related discipline.
Desirable: ACL Certified Data Analyst (ACDA) and an Advanced University degree (Master's) in a relevant field.
Experience
Essential: A minimum of five years of practical experience in data analytics.
Tools: Experience with relevant data analytics tools such as ACL, Python, SQL, SAS, or similar.
Skills & Knowledge
Strong analytical and problem-solving skills.
Experience in data automation, scripting, and workflow optimization.
Proven ability to design and deliver data-driven solutions in complex environments.
Excellent organizational skills and ability to manage multiple priorities.
Demonstrated experience working in multicultural and cross-functional teams.
Strong communication skills, with the ability to produce high-quality reports and present insights to stakeholders.
Experience in training and capacity building.
