Role Overview
ATP is seeking experienced experts in Results-Based Financing (RBF), Clean Energy, and Clean Cooking to design, structure, and implement energy access initiatives and facilities across Kenya and the broader African continent.
Key Deliverables
Design, structure, and implement RBF facilities for renewable-energy, energy-access, and clean-cooking programmes.
Lead or support technical and financial evaluation, due diligence, contracting, and onboarding of participating companies.
Manage portfolios of clean-energy enterprises, including performance monitoring, milestone tracking, and risk management.
Design verification processes and coordinate with independent verification agents.
Validate reported results and support performance-linked incentive or grant-disbursement processes.
Develop programme indicators, reporting systems, and learning frameworks.
Support clean-cooking market development, behaviour-change initiatives, and private-sector participation.
Advise on relevant energy-access policies, regulations, and market-enabling interventions.
Coordinate stakeholders across government, development-finance institutions, donors, implementing partners, and the private sector.
Produce programme reports, portfolio insights, and recommendations to guide implementation and investment decisions.
Requirements
Experience Required:
Target of 15+ years of experience in results-based financing, renewable energy, clean cooking, energy access, or related development programmes.
Demonstrated experience working on donor-funded or development-finance programmes.
Experience delivering assignments in Kenya, East Africa, or other African markets.
Experience working with government institutions, development partners, and private-sector energy companies.
Technical Requirements:
Strong knowledge of RBF programme design and implementation.
Experience with clean-cooking technologies, off-grid energy, distributed renewable energy, or related energy-access solutions.
Experience conducting technical and financial assessments of companies or programme applications.
Understanding of contracting, results verification, portfolio monitoring, and performance-linked disbursement.
Ability to translate policy and programme objectives into practical implementation plans.
Familiarity with market-systems development, enterprise support, or investment-readiness approaches.
Strong programme-management, analytical, and reporting capability.

Additional Information:
Kenya-based or East Africa-based professionals are strongly preferred.
Direct experience managing an RBF facility or portfolio is highly desirable.
Clean-cooking programme design, commercialization, or market-development experience is strongly preferred.
Experience with DFIs, bilateral or multilateral funders, governments, or international development organisations is an advantage.
Exceptional candidates with slightly fewer than 15 years of experience may be considered where they demonstrate particularly strong direct RBF or clean-cooking delivery.
