The Quality Assurance Manager is a critical role responsible for establishing, implementing, and maintaining the Quality Management System (QMS) for the Menengai Geothermal Plant throughout its commissioning, Commercial Operations Date (COD) transition, and operational phases. This role ensures that all plant operations, maintenance, and services align with Globeleq's high standards, contractual obligations (PPA, PISSA, EPC, LTSA), Kenyan statutory requirements, and international standards such as ISO 9001.
Key Responsibilities
Mobilisation Period (Pre-Commercial Operations Date)
Oversee quality compliance during commissioning, performance testing, and reliability runs.
Ensure test procedures align with PPA, EPC Contract, and OEM standards.
Review commissioning documentation including Inspection & Test Plans (ITPs), FAT/SAT documentation, performance test reports, and reliability run documentation.
Verify punch list close-out prior to Completion until the end of the Defect Notification Period under the EPC Contract.
Ensure all as-built documentation is complete before handover to operations and maintenance.
Participate in EPC punch list tracking and system handover validation.
Operational and Maintenance Period (Post COD)
Develop and implement technical assurance frameworks for critical plant assets (turbines, generators, transformers, BOP systems).
Maintain the Plant Quality Management System aligned to ISO 9001, establishing quality policies, objectives, and KPIs.
Control standard operating procedures (SOPs), work instructions, and quality plans.
Ensure effective document control and record management systems.
Lead internal quality audits and coordinate external audits.
Manage non-conformance reporting (NCR) and corrective/preventive actions (CAPA).
Support plant performance optimization and loss reduction initiatives.
Develop weekly, monthly, and annual quality plans in coordination with Operations and Maintenance teams.
Ensure proper functioning of the IFS system during operations.
Regulatory & Contractual Compliance
Ensure compliance with the Energy and Petroleum Regulatory Authority (EPRA), PPA/PISSA obligations, and LTSA/EPC quality provisions.
Support audits by Globeleq corporate offices, lenders, independent consultants, insurers, and regulatory authorities.
Maintain audit-ready quality documentation at all times.
Contractor Quality Oversight
Monitor contractor compliance during maintenance outages and conduct vendor quality audits where required.
Ensure OEM warranty conditions are preserved through proper quality processes.
Continuous Improvement & Risk Management
Establish quality performance dashboards and lead improvement initiatives.
Conduct risk-based quality assessments for critical systems (steam turbine, cooling towers, protection and control systems, etc.).
Promote a culture of operational excellence and participate in management reviews.
Requirements and Qualifications
Bachelor’s degree in Mechanical Engineering, Electrical Engineering, Chemical Engineering, Process Engineering, or equivalent.
Minimum 7–10 years’ experience in power generation or a heavy industrial environment.
ISO 9001 Lead Auditor certification (preferred).
Membership with the Engineers Board of Kenya (EBK).
Strong knowledge of power plant systems, reliability engineering, and ISO quality systems.
Proficiency in Root Cause Analysis methodologies (5-Why, Fishbone, FMEA).
Familiarity with SCADA/DCS documentation control processes and CMMS/ERP systems (SAP preferred).
Advanced proficiency in MS Office (especially Excel).
