UNICEF is seeking a Quality Assurance Associate at the G-6 level for a temporary position. This role is primarily focused on supporting the Harmonized Approach to Cash Transfers (HACT) framework. The successful candidate will be responsible for supporting the planning, implementation, and monitoring of HACT activities, ensuring that financial and procurement management standards are upheld by implementing partners through rigorous analysis, reporting, and capacity building initiatives.
Responsibilities
Support to HACT planning during the programming process
Participate in HACT planning and discussions and support the development and completion of HACT plans through research, collection, analysis and reporting of related information/data.
Facilitate planning and priority setting for HACT activities.
Prepare HACT-related materials and documentation to ensure its incorporation into the country programming process.
Support to implementation of HACT activities
Monitor the implementation of the HACT assurance plan.
Undertake spot checks of implementing partners alongside experienced Country Office (CO) colleagues.
Provide administrative support to external service providers to ensure timely delivery of HACT results.
Maintain records of HACT-related documentation and CO decisions, including updating eTools data.
Review and use of HACT reports
Update risk ratings of implementing partners in the VISION system and review the Vendor Master regularly.
Share assurance activity reports with implementing partners and CO staff to ensure awareness and follow-up on identified issues.
Review micro-assessment and assurance reports to identify weaknesses in financial and procurement management.
Propose capacity development actions and track the follow-up of action points in eTools in accordance with internal guidelines.
Innovation, knowledge management and capacity building
Identify and share lessons learned from HACT implementation for broader knowledge development.
Design and implement capacity development strategies for both implementing partners and UNICEF staff.
Participate in the review of reports for high-risk partners to refine capacity building initiatives.
Coordinate the timely dissemination of these reports to relevant stakeholders.
Requirements
Education: Completion of secondary education is required, preferably supplemented by technical or university courses in a field related to the work of the organization.
Experience: At least 6 years of relevant work experience in Financial Management, Quality Assurance, HACT Planning, or related fields.
Skills: Proficiency in Quality Assurance, Reporting, and Research. Candidates must be computer literate with the ability to use standard office software and technologies.
