Job Description
The Program Management Specialist (Senior Security Specialist) is a key role within the Force Protection Detachment (FPD) Kenya, a regional entity covering the entire country. The incumbent is responsible for directing, implementing, and overseeing a major segment of the FPD program, which involves significant travel throughout Kenya and to other international locations. This role entails personnel protection, investigative assistance, and high-level coordination with senior host nation officials including government, police, and military leaders, as well as the diplomatic community.
Responsibilities
Force Protection Program Responsibilities (70%)
Operational Oversight: Directing and coordinating program segments such as TDY/In-Transit Forces Support, Liaison, Security Assessments and updates, Exercise and Training Support, and Arming and Investigations Support.
Liaison & Coordination: Arranging and attending meetings with high-level host nation officials and senior members of the diplomatic community.
Security Assessments: Conducting security assessments and vetting personnel working with or supporting the U.S. Department of Defense (DoD).
Personnel Protection: Providing investigative assistance and ensuring protection for personnel within the regional mandate.
Financial Duties (20%)
Budget Management: Developing, implementing, monitoring, and managing the FPD annual budget, estimated at over U.S $500,000.
Fiscal Oversight: Monitoring spending to ensure all fiscal year (FY) funds are executed properly according to set timelines.
Information Systems Management (10%)
System Operation: Managing assigned computer systems and databases including E-2, MyServices, ILMS, Ariba, and others as required.
Intelligence Analysis: Reviewing open-source media outlets and daily messages for information pertinent to force protection. Analyzing and discerning which reports need dissemination to the FPD Chief.
Database Maintenance: Inputting relevant information into FPD databases and maintaining all other relevant databases.
Qualifications and Requirements
Education: Completion of at least two years of college studies is required.
Experience: A minimum of five years of administrative experience is required. This must include experience using spreadsheets, basic accounting skills, and experience analyzing information to identify job-related content.
Organizational Background: Experience within a U.S. Embassy, an international organization, or a multinational organization is required.
Security Clearance: Must be able to obtain and hold a security certificate or Public Trust security clearance.
Testing: Candidates may be required to complete a pre-employment language or skills test.
