The Program Fellow, Government Enablement, is responsible for providing essential program management, analytical, and knowledge-management support to drive the implementation of the Alliance’s Mission 300 (M300) activities. This role is crucial for delivering GEAPP’s government enablement commitments, specifically those related to the operationalization of Country Delivery Management Units (CDMUs).
Accountabilities
Program Management and Delivery Support
- Support the Director in the development of Terms of Reference (ToRs) and analyses for CDMUs.
- Carry out the evaluation of quotations received for CDMU experts.
- Review CDMU experts’ reports to ensure alignment with contractual requirements.
- Represent the Director in regular M300 meetings whenever necessary.
- Drive meeting cadence — agendas, pre-reads, action logs, decision tracking, and follow-ups for internal and external meetings.
Grant Deliverables, Reporting, and Quality Control
- Support the Director in coordinating and drafting core outputs required for the Mission 300 CDMU support grant.
- Follow up with other GEAPP stakeholders to ensure the timely submission of deliverables under the CDMU grant agreement.
- Support the drafting and packaging of grant deliverables.
- Maintain CDMU operationalization reports and engagement plans (including staffing plans, structures, hiring status, and country engagement rationales for GEAPP-supported CDMUs).
Knowledge Management and Convenings
- Maintain a robust knowledge system/databank for CDMU learning products (e.g., briefs, templates, country snapshots, lessons learned).
- Coordinate CDMU convenings, including agenda development, speaker coordination, participant tracking, and facilitation support.
Technical Assistance and Expert Deployment Coordination
- Support the establishment and management of a roster/pipeline of vetted Technical Assistance (TA) providers.
- Track and maintain records on expert deployment, countries supported, priority projects, contract status, and sizing to support periodic reporting needs.
Stakeholder Coordination and Executive Support
- Support the Director in preparing high-quality briefing materials for senior engagements with government officials, DFIs, multilaterals, and philanthropy partners, including country delivery snapshots and issue briefs.
- Support coordination with other M300 partners to ensure financing and technical support are aligned with CDMU-led priorities.

Required Experience and Skills
- Education: Bachelor’s degree in public policy, law, economics, engineering, international development, or related fields. A master’s degree in any of the above fields is an added advantage.
- Experience: At least 2 years of experience working in government delivery/program implementation, public sector reform, development programs, energy sector, or program operations.
- Power Sector Knowledge: Understanding of the key technologies involved in the power sector value chain, from generation (specifically renewable energy technologies) to power transmission and distribution. Some understanding of power sector policies and operations will be a plus.
