An officer at this level will be responsible for managing monitoring and evaluation systems and tools for implementation of the Authority activities, programs and projects.
Key Responsibilities
- Implementing and reviewing Monitoring & Evaluation policies, strategies, programmes and guidelines;
- Coordinating development of performance frameworks and indicators and targets in the Monitoring & Evaluation systems for implementation and tracking;
- Preparing and reviewing progress reports on projects and programmes in close coordination with the relevant departments;
- Coordinating, collecting, analyzing and compiling of data;
- Preparing and presenting Monitoring & Evaluation annual reports;
- Coordinating and documenting best practice and shared learning;
- Spearheading program implementation cycle;
- Establishing and managing performance monitoring frameworks for the Authority;
- Monitoring the Authority activities and discuss issues of concern with the superiors for redress;
- Reviewing operations of the Authority activities as required by the IAF; providing periodic evidence-based information including statistics to the International Authority Office and Government;
- Maintaining proper review reports and implementation plans;
- Reviewing reports and making appropriate recommendations;
- Preparing and submitting monitoring and evaluation reports;
- Monitoring, evaluating and reporting on the implementation of ICTA projects, strategies and programmes;
- Developing comprehensive baseline information.
Personal Specifications & Requirements
For appointment to this grade, an officer must have:
- At least five (5) years relevant work experience in Public or Private sector;
- Bachelor's degree in any of the following fields: Economics, Statistics, Commerce, Business Management/Administration, Project Planning and Management, Social Sciences, Actuarial Science or equivalent qualification from a recognized institution;
- Master's degree in any of the following fields: Project Management, Strategic Management, Economics, Statistics, Commerce, Business Management/Administration, Actuarial Science or equivalent qualification from a recognized institution;
- Certificate in Monitoring and Evaluation Course lasting not less than two (2) weeks from a recognized institution;
- Certificate in Statistical Package for Social Sciences (SPSS) or any other relevant statistical package from a recognized institution;
- Certificate in Management Course lasting not less than four (4) weeks from a recognized institution;
- Met the provision of Chapter Six of the Constitution of Kenya;
- Certificate in computer application skills from a recognized institution; and
- Demonstrated professional competence and managerial capability for effective planning, direction, control and coordination of Monitoring and Evaluation activities.
