About the Role
The Information and Communication Technology (ICT) Authority is a State Corporation under the Ministry of Information Communication and Technology. Established in August 2013, the Authority is tasked with rationalising and streamlining the management of all Government of Kenya ICT functions. Our broad mandate entails enforcing ICT standards.
We are seeking a highly qualified and experienced Principal Legal Officer to join our team. In this role, you will be responsible for providing legal advice, drawing up agreements, identifying compliance risks, and managing litigation and risk exposure for the Authority.
Duties and Responsibilities
Legal Advisory: Providing legal advice to ensure the best legal approach is taken by the Authority.
Contract Management: Drawing up and submitting contracts, agreements, and other legal documents.
Legal Research: Undertaking research on different information to ensure the Authority is acting in accordance with all applicable laws.
Litigation Support: Accessing information required on case files and communicating to external advocates; representing the Authority in litigation matters.
Risk and Compliance: Identifying legal and compliance risks and issues relative to the Authority’s intended actions; managing risk exposure by ensuring compliance with all relevant statutory and regulatory requirements.
External Counsel Liaison: Liaising with external lawyers on all cases filed against the Authority to ensure instructions, witnesses, and statements are procured on time; working with them to initiate lawsuits or formulate defenses.
Financial Oversight: Preparing and monitoring the Division’s budgets and expenditures.
Job Specifications (Personal Specifications)
To be appointed to this grade, an officer must have:
At least five (5) years of relevant work experience in the Public or Private Sector.
Bachelor of Laws (LLB) degree from a recognized institution.
Postgraduate Diploma in Legal Studies from the Council of Legal Education.
Master's degree in Law or Social Sciences or any other equivalent qualification from a recognized institution.
Admitted as an advocate of the High Court of Kenya.
Certified Public Secretary (K) or its equivalent qualification from a recognized institution.
Certificate in a Management Course lasting not less than four (4) weeks from recognized institutions.
Certificate in computer application skills.
Meet the provisions of Chapter Six of the Constitution of Kenya.
Shown merit and ability as reflected in work performance.
