The Danish Refugee Council (DRC) is currently looking for a highly qualified Roving Partnership and Localization Advisor to support the operationalization of our Localization Vision 2030 and serve as a direct companion for Country Operations in this process. You will be part of the Localization Management Unit in HQ, which leads the organization-wide operationalization of localization and supports organizational change policy, practice, and approaches to enable the shift from direct implementation to supporting local actors to lead.
You will be based in Nairobi, Kenya, on a national contract with potential extensive travel (up to 50% of your time) to DRC’s priority country operations (COs). Your role will involve providing technical programmatic and operational advice to develop and elevate a localized approach to programming, collaborating closely with country-level staff to ensure this approach is embedded in partnership strategies.
Key Responsibilities
- Provide technical programmatic and operational advice to develop and elevate a localized approach to programming in DRC Country Operations.
- Support the development of country-level organizational structures that enable localization ambitions.
- Collaborate closely with country-level programme and support staff to ensure a localized approach is embedded in the COs’ partnership approaches and mainstreamed across DRC’s response.
- Contribute to scoping for new programmatic and funding opportunities to improve and increase localization efforts.
- Contribute to the identification and conceptual development of model program concepts under localization and partnership engagement for potential replication.
- Support CO’s strategic direction of localization ambitions, including the development of localization roadmaps and strategic plans.
- Lead on supporting or implementing globally initiated pilot localization initiatives in selected countries.
- Provide technical support with the use and adaptation of global tools and resources to fit specific contexts.
- Support staff learning and development in COs, including coaching and mentoring of direct counterparts and providing induction for new staff.
Requirements and Qualifications
- Education: Master’s degree in development or humanitarian studies, sociology, political science, human geography, or a similar field.
- Experience: At least 7 years of demonstrable experience in similar advisory or operational roles in international humanitarian and/or development organizations.
- Thematic Expertise: Proven experience developing and overseeing programming that supports local leadership and substantial experience working with local partners.
- Operational Knowledge: Strong understanding of the operational aspects of partnering, including donor compliance requirements.
- Languages: Fluent in written and spoken English. Proficiency in French or Arabic is highly desirable.
- Mobility: Ability to travel up to 50% of the time and operate in a physically demanding working environment.
