Municipal Manager

The County Government of Kitui is seeking a highly experienced Municipal Manager on a contract basis. This senior executive role is fundamental to the day-to-day administration and strategic execution of municipal affairs, operating under the guidance and direction of the Municipal Board.

Compensation and Terms

• Salary Scale: Ksh. 102,860 x 5,070 – 107,930 x 5,300 – 113,230 x 5,560 – 118,790 x 5,840 – 124,630 x 6,070 – 130,700 x 6,370 – 137,070 p.m.

Duties and Responsibilities

The Municipal Manager will be responsible for:

• Ensuring the execution of the decisions of the Board.
• Preparing and presenting for approval to the Board, an annual estimate of revenue and expenditure.
• Being principally responsible for building and maintaining a strong alliance and effective working relationships between the Board and the Civil society, private sector, and community-based organizations.
• Preparing and submitting to the Board an annual report on the activities and accomplishments of the departments and agencies comprising the executive branch of the Municipality.
• Acting as the Secretary (ex-officio member) of the Board and all its committees.
• Exercising supervision over all departments and agencies of the Municipality and coordination of its activities on a daily basis.
• Administering and enforcing all Municipality By-Laws, resolutions, franchises, leases, contracts, permits and other Municipality decisions.
• Preparing and administering the annual Municipality budget.
• Administering Municipality utilities and property.
• Encouraging and supporting regional and intergovernmental cooperation.
• Promoting cooperation among the Board, staff and citizens in developing Municipality policies and building a sense of community.
• Performing any other duties as may be assigned by the Board.

Requirements for Appointment

A person shall qualify to be appointed as the Municipal Manager if they meet the following criteria:

• Is a citizen of Kenya.
• Holds a Bachelor’s Degree from a university recognised in Kenya or its equivalent.
• Has proven experience of not less than ten (10) years in administration or management either in the public or private sector.
• Satisfies the requirements of Chapter six of the Constitution.
