Role Overview
The Monitoring, Evaluation, Accountability, and Learning (MEAL) Lead is a senior-level role responsible for designing, implementing, and providing strategic oversight for the programme’s comprehensive MEAL framework. This includes ensuring rigorous measurement of outputs, outcomes, impact, behavioural change, and enterprise performance, all while adhering to donor Results-Based Management (RBM) requirements and organizational standards.
Key Duties and Responsibilities
MEAL Framework Design and Strategic Oversight
- Lead the design, implementation, and continuous improvement of the programme’s MEAL framework, including theory of change, results framework, indicators, baselines, targets, and learning agenda.
- Ensure alignment of the MEAL system with donor Results-Based Management (RBM) requirements and organisational standards.
- Provide strategic oversight to ensure measurement of outputs, outcomes, impact, behavioural change, and enterprise performance.
Data Collection, Management, and Quality Assurance
- Design and oversee quantitative and qualitative data collection methodologies, tools, and protocols.
- Establish and enforce data quality assurance mechanisms, including routine verification, validation, and audits.
- Oversee digital and manual MEAL databases, dashboards, and tracking systems across programme components.
- Ensure ethical data collection, data protection, confidentiality, and safeguarding compliance.
Monitoring, Reporting, and Accountability
- Lead routine monitoring of programme implementation, including field monitoring visits and partner performance assessments.
- Prepare and quality-assure high-quality donor reports (quarterly, annual, and ad hoc), ensuring accuracy, analysis, and compliance.
- Establish and manage accountability mechanisms, including beneficiary feedback and complaints response systems.
- Coordinate internal reviews, external evaluations, assessments, and donor audits.
Learning, Adaptation, and Knowledge Management
- Facilitate structured learning, reflection, and adaptive management processes across programme teams and partners.
- Document lessons learned, best practices, and evidence of effective youth entrepreneurship and market systems interventions.
- Support integration of learning into programme refinement, scale-up, and institutionalisation strategies.
Capacity Building and Technical Support
- Build MEAL capacity of programme staff, implementing partners, coaches, and consultants.
- Provide technical guidance on data collection, analysis, reporting, and use of evidence for decision-making.
- Ensure consistency and standardisation of MEAL tools and practices across all implementation locations.
Strategic Planning and Sustainability
- Provide analytical and evidence-based inputs into programme strategy, sustainability planning, and resource mobilisation.
- Support embedding and institutionalisation of programme methodologies within government, private sector, and ecosystem partners.
Required Qualifications
Education
- Master’s degree in Monitoring and Evaluation, Development Studies, Economics, Statistics, Social Sciences, or a related field from a recognized institution.
Professional Certification
- Formal certification or advanced training in Monitoring and Evaluation, Results-Based Management, or data analytics is an added advantage.
Required Experience
- Minimum of ten (10) years of progressive professional experience in monitoring, evaluation, and learning roles.
- Demonstrated senior-level experience leading MEAL systems for complex, donor-funded, multi-partner programmes.
- Proven experience managing donor reporting, evaluations, audits, and accountability mechanisms.
- Experience in youth livelihoods, entrepreneurship, market systems, or private sector development programmes is an added advantage.
