The role of Maritime Labour Officer (KMA/MLO/11/25/4) is an entry and training grade position responsible for overseeing the recruitment, engagement, and welfare of Kenyan seafarers and seafarers aboard Kenyan ships, ensuring compliance with international conventions and national legislations. This position is offered on a temporary fixed-term contract of six (6) months.

Remuneration and Terms of Service

• Terms of Service: Temporary fixed-term contract of six (6) months.
• Basic Salary (kshs): 71,500.00 to 140,500.00
• Allowances: House Allowance: 20,000.00, Commuter Allowance: 14,000.00

Duties and Responsibilities

The Maritime Labour Officer will work under the supervision of a senior officer and be expected to assist in the following key areas:

1. Assisting in the administration of the Kenyan Seafarers Register.
2. Assisting in the issuance of seafarer identification documents.
3. Assisting in the implementation of the Board's and management committee decisions regarding seafarers' registration and welfare.
4. Assisting in providing aid to abandoned seafarers.
5. Assisting in providing directions on the delivery of the deceased seafarer's property.
6. Assisting in the engagement and discharge of Kenyan seafarers.
7. Assisting in the conduct of maritime labour audits for Kenyan ships.
8. Assisting in the issuance of the Declaration of Maritime Labour Compliance Part I.
9. Assisting in the issuance of Maritime Labour Certificates in accordance with the Maritime Labour Convention and national legislation.
10. Assisting in the monitoring of Medical Practitioners authorized for Seafarer Medical examination.
11. Assisting in monitoring seafarers’ Recruitment and Placement Agencies.
12. Assisting in developing medical standards and procedures for the issuance of medical certificates and the recognition of medical practitioners.
13. Assisting in developing and implementing standards on conditions for employment of seafarers.
14. Assisting in developing and enforcing seafarers’ complaint handling procedures.

Person Specifications and Qualifications

This is an entry and training grade for this cadre. For appointment to this grade, a person must meet the following requirements:

• Education:
  • Bachelor's Degree in the Maritime field, such as Nautical Science, Marine Engineering, or any other relevant qualifications from a recognized institution; OR
  • Certificate of Competency as a Marine Engineer Officer or Deck Officer in accordance with the International Convention on Standards of Training, Certification and Watchkeeping 1978, as amended (STCW).
