This consultancy role, designated as a Marine Environment Management Planning Specialist, operates under the general supervision of the Head of the Nairobi Convention Secretariat. The primary objective is to design, develop, and manage a specialized Geographic Information System (GIS) solution—specifically, an interactive Online Atlas built on ArcGIS Hub—to support marine environment management and spatial planning, particularly for the Northern Mozambique Channel countries.
Responsibilities
The Consultant will be responsible for the following key areas:
1. ArcGIS Online Configuration
- Configure the ArcGIS Online accounts for the project.
- Create and assign users, and establish the necessary groups for the different countries involved, ensuring various group characteristics are configured for the development and operation of the Online Atlas.
2. Data Migration and Development of a Standardized Database Model
- Characterize all collated thematic layers, defining their visual representations, planned uses in the portal, potential data sources, levels of resolution, and data currency to the greatest extent possible.
- Standardize the defined data by converting it to a common OGC standard format to enable visibility, processing, and analysis throughout the portal.
- Perform quality assurance checks on the migrated data to ensure it is reliable and suitable for marine spatial planning use.
3. Development of the Interactive Online Atlas
- Develop an interactive online atlas using ArcGIS Hub. The necessary ArcGIS Hub license will be provided via the Nairobi Convention Secretariat ArcGIS Online Portal.
- The online atlas must enable the Nairobi Convention Secretariat and Northern Mozambique Channel countries to:
- Connect and communicate with internal and public audiences by creating a data portal for sharing internal GIS data across an organization or with a GIS class.
- Share open data utilizing the Share Open Data template.
- Showcase content related to specific topics (e.g., research to restore local habitats, volunteer work initiatives).
- Share a volunteer sign-up form.
- Start outreach campaigns using events, surveys, and emails.
- The Atlas will also incorporate community accounts (which are separate ArcGIS Online accounts) for non-members of the NCS ArcGIS Online Portal to access NCS Hub content and manage GIS applications. These community accounts will enable anyone to view or contribute content belonging to NMC Countries’ initiatives and will be managed under a designated ArcGIS Online subscription separate from NCS member accounts.
Qualifications and Experience
Required:
- Advanced University degree (master’s degree or equivalent) in Geographic Information Systems, Information Systems and management, Marine Sciences, Ecology, Environmental Sciences, Natural Resources Management or similar disciplines.
- A minimum of two (2) years of relevant progressive experience in the application of geographic information systems and information management.
- Demonstrated experience in developing GIS solutions for natural resource management applications and maintenance of existing geospatial databases and related metadata systems.
Desirable:
- Demonstrated knowledge and experience in remote sensing, obtaining biological, geophysical, and socioeconomic geospatial datasets, and developing geospatial databases.
- Demonstrated experience in managing projects related to geospatial and geographic information systems.
- Experience performing quality control assessments for geospatial products.
- Experience working in a multidisciplinary set up with government and non-government stakeholders, including international organizations and local communities.
