Local Housing Sector Consultant

The United Nations Human Settlements Programme, UN-Habitat, is the UN agency for human settlements, mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. The Urban Economy Branch of UN-Habitat focuses on promoting local capabilities.

The role of the Local Housing Sector Consultant is to contribute significantly to the development of localized housing profiles and policy recommendations specifically for Uzbekistan. This role operates under the supervision of the Chief of the Land, Housing and Shelter Section (LHSS) and with guidance from the international Inclusive Housing and Urban Development Expert, the Inter-Regional Advisor for Eastern Europe, Caucasus, and Central Asia, and the Research and Advocacy Officer for Housing Rights, Diversity and Inclusion.

This assignment aims to support the development of a localized housing profile for a pilot city in Uzbekistan, with a dedicated focus on marginalized populations and migrants.

Responsibilities

The national consultant will undertake the following key responsibilities:

• Contribute to the development of localized housing profiles and policy recommendations for Uzbekistan.
• Support the development of a localized housing profile for a pilot city in Uzbekistan, with a dedicated focus on marginalized populations and migrants.
• Contribute to data collection, policy analysis, and stakeholder engagement and consultations to ensure the profile aligns effectively with local needs and national priorities.
• Support the integration of housing priorities into national planning frameworks.
• Contribute to capacity-building and regional knowledge exchange activities.
• Enhance the project's visibility through strategic communication and advocacy efforts.

Qualifications and Special Skills

Education:

• Advanced university degree (master’s or similar) in urban planning, public administration, economics, urban management, housing policy, architecture, sociology, or other fields related to sustainable urban development is required.

Experience and Knowledge:

• Minimum 4 years of relevant professional experience in housing policy, urban development, or research at the local level.
• Proven ability to lead research independently and produce high-quality written reports.
• Strong understanding of housing delivery systems, informality, land management, urban/territorial planning, and local governance.
• Experience working with municipal authorities and local stakeholders.
