Livelihood Mobilizer

The Livelihood Mobilizer serves as the vital link between ACTED and the beneficiary community in Lorengkippi, Turkana County. The primary goal of this role is to ensure the effective implementation of ACTED’s Women and Youth empowerment and livelihood activities, fostering high involvement from beneficiaries and maintaining accountability to all stakeholders. The role also supports needs assessment, targeting, training, monitoring, and reporting, working closely with the Project Manager and local community structures.

Functions and Responsibilities

Assessment and Mobilization

• Conduct field-based needs assessments and consolidate information for planning and implementing women and youth empowerment and livelihood activities within the project area.
• Support the MEAL team in community organization during verification, baseline, Post Distribution Monitoring (PDM), and endline surveys.
• Oversee targeting, validation, and registration of project beneficiaries.
• Support the Project Development (PD) department in translating field assessment findings into feasible and relevant project proposals.
• Mobilize community members to actively participate in women and youth empowerment and livelihood interventions.
• Assist in the development of data collection tools for these interventions.
• Carry out any other project-related assignments as directed by the Project Manager.

Monitoring

• Support in the follow-up and monitoring of all women and youth empowerment activities and livelihood activities in the area of jurisdiction.
• Attend other project activities as directed by the Project Manager.

Supervision and Training

• Develop and implement beneficiary engagement plans (e.g., targeting, mobilization, validation, registration, baseline, and verification).
• Support the development and implementation of community context-specific training guides for enumerators supporting beneficiary engagement activities.
• Develop a clear plan for community sensitization, mobilization, monitoring, and evaluation activities.
• Carry out training of target Self Help & Youth Groups.

Reporting

• Provide accountability documents to the Project Manager for review and onward sharing with Logistics, Finance, HR, and Coordination departments.
• Provide timely reports on field trips, trainings, monitoring visits, and assessments to the Project Manager.
• Compile weekly updates, monthly reports, and other substantial ACTED reports as required.

Qualifications and Experience

Education & Experience

• Minimum Diploma in Sociology/Social Science, Community Development, Rural Livelihoods, or a related field.
• At least 2 years of work experience in a similar field.
• Previous experience with humanitarian organizations is an asset.
• Experience specifically in community mobilization, livelihoods projects, or economic empowerment initiatives.
• Familiarity with the humanitarian coordination system is an advantage.
• Experience in implementing projects in areas prone to resource-based conflicts is an added advantage.

• Proficient in local languages (specifically Turkana) and basic computer skills.
• Knowledge of Gender and Social Inclusion (GSI), with additional training or skills in gender mainstreaming/integration being an added advantage.

• Knowledge and understanding of the Project area (Lorengkippi) will be a plus.
• Computer literacy, particularly in MS Office 365 (Word, Excel, and PowerPoint).
• Strong analysis and problem-solving skills with the ability to make sound judgment.
• Ability to work closely with communities, partners, and local/government authorities.
