This role is for an International Consultant specializing as an Anti Trafficking in Person (TIP) Expert, supporting the United Nations Office on Drugs and Crime (UNODC), specifically within the framework of the Joint Programme for the Promotion of the Rights of Victims of Trafficking in Persons in Madagascar (JTIP Madagascar project).

Role Purpose
One of the key priorities of the JTIP Madagascar project is to promote the rights of victims and to protect them from violence, abuse, and exploitation, especially by organized crime syndicates.
Key Duties and Responsibilities
The Consultant will be responsible for leading and executing several capacity building and technical assistance activities in Madagascar, including:
- Law Enforcement Training: Conducting training for police and gendarmerie on basic investigations.
- TIP Case Indicators Training: Deliver five-days basic training workshops on TIP case indicators for Malagasy police and gendarmerie officers in Madagascar.
- Prosecutorial Mentoring: Provide continuous mentoring and capacity building for prosecutors and Anti-TIP units.
- Prosecutorial Training: Deliver five-days basic training workshops on TIP case indicators for Malagasy TIP units and TIP focal point prosecutors in Madagascar.
- Data Collection Training: Conduct training on the use of the existing national centralized data collection and reporting tool.
- Frontline Officer Training: Deliver one five-day basic training workshop on data collection and reporting for Malagasy frontline officers and the national Anti-TIP bureau in Madagascar.
- SOP/Guidelines Development: Develop guidelines/SOPs on CSE (Commercial Sexual Exploitation or Child Sexual Exploitation) and CST (Commercial Sexual Trafficking or Child Sexual Trafficking) Response.
- Policy Review: Development of a revised anti-TIP NPA III (National Plan of Action III) for Madagascar.
Qualifications and Special Skills
Education:
- Advanced university degree in criminology, law, political sciences, development, sociology or a related discipline is required.
- A first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience and Expertise (Minimum 5 Years Required):
- A minimum of five years of relevant working experience in programme or project management support, technical assistance in TIP (Trafficking in Persons) and SOM (Smuggling of Migrants) or related areas, is required.
- Demonstrated knowledge of the UNODC mandate and Eastern Africa region areas is required.
- Experience in conducting research in crime prevention and criminal justice issues or a directly related field is required.
Language Skills:
- Excellent command of written and spoken English and French is required.
Desirable:
- Previous work experience with the UN or other International Organizations is desirable.
