Information Communication Technology Officer I

The Information Communication Technology Officer I role at the Warehouse Receipt System Council (WRSC), a State Corporation established under the Ministry of Agriculture, Livestock, Fisheries and Cooperatives, involves performing key functions related to maintaining and securing the Council's ICT infrastructure and information systems.

Key Duties and Responsibilities (Overview of Functions)

The Officer will be responsible for a range of technical and administrative functions, including:

• Maintaining Local Area Network (LAN) and Wide Area Network (WAN) infrastructure.
• Coordinating the drawing and scheduling of preventative and corrective maintenance for ICT equipment.
• Reviewing security features of the warehouse receipt system for conformity with standards.
• Providing comprehensive technical ICT support to users across the Council.
• Installing and configuring various ICT equipment and services.
• Certifying the use of hardware and software, and ensuring that all necessary licenses are procured and maintained.
• Maintaining and supporting existing information systems, and/or implementing new computer-based systems as required.
• Monitoring backup logs diligently and resolving any failures promptly.
• Undertaking periodic review of information technology security requirements. This includes managing aspects such as encrypting digital signatures, access controls, data integrity, authentication exchange, traffic padding, routing control, and notarization.
• Validating, analysing, coding, testing, and implementing computer programs related to the Council's operations.

Person Specifications (Mandatory Requirements)

Candidates must fulfill the following mandatory requirements:

• Have served in the grade of ICT Officer II for a minimum period of three (3) years.
• Possess a Bachelor degree in any of the following disciplines: Computer Science, Information Science, Information Communication Technology, Business Management and Information Technology, or equivalent qualifications.
• Must demonstrate and show merit and ability as reflected in work performance and results.
