The Health Financing Technical Advisor will be instrumental in defining and executing Jacaranda Health’s Health Financing strategy and providing high-level technical support to county governments in Kenya to strengthen their capacity in public finance management, particularly concerning Reproductive, Maternal, Newborn, Child, and Adolescent Health (RMNCAH). This role involves strategic analysis, policy translation, resource mobilization, and capacity building to ensure sustainable and equitable health financing.
Responsibilities
Health Financing Strategy:
- Lead the development and definition of Jacaranda Health’s Health Financing strategy, creating the organization's health financing blueprint and guiding principles.
- Contribute to the development and implementation of health financing strategies for counties. This involves analyzing the current financing mechanisms, identifying gaps and opportunities, and recommending strategies to ensure sustainable and equitable financing for RMNCAH by counties.
- Provide technical assistance in the innovative design, implementation, and management of health financing models and mechanisms that promote financial risk protection and expand access to primary healthcare services in counties.
Strategic Technical Support to Counties: Strengthen the county and facility-level capacity in public finance management
- Provide technical guidance to county governments on designing and implementing sustainable health financing strategies for RMNCAH.
- Support counties to align budget planning, allocation, and expenditure tracking with maternal and newborn health priorities.
- Build the capacity of county health and finance teams on health financing tools, budget advocacy, and effective financial management.
- Mentor county officials to strengthen evidence-based resource allocation and program prioritization for RMNCAH.
Health Financing Analysis & Policy Guidance
- Conduct health financing bottleneck analyses, fiscal space assessments, and expenditure reviews to inform county and project-level decisions.
- Translate national health financing reforms (e.g., SHA/SHIF transition) into actionable county-level strategies that strengthen revenue generation for facilities.
Resource Mobilization & Sustainability Pathways
- Identify and support innovative financing models (e.g., Results-Based Financing (RBF), Public-Private Partnerships (PPPs), county revenue streams) that increase domestic resources for Maternal and Newborn Health (MNH).
- Advise counties on strategies to institutionalize and sustain project-supported interventions within government systems and budgets.
Stakeholder Engagement & Advocacy
- Engage with government stakeholders (county and national), development partners, and private sector actors to drive financing solutions for MNH.
- Support coalition-building and cross-county learning to share best practices in financing strategies.
Data for Decision-Making
- Work with the data and Monitoring & Evaluation (M&E) teams to ensure financial data is integrated into decision-making platforms within Jacaranda Health and counties.
- Set the health financing data financial data utilization and tracking strategy for counties.
Technical Representation & Thought Leadership
- Represent Jacaranda Health in health financing forums, technical working groups, and policy dialogues at county and national level.
Other Duties:
- Undertake any other tasks as may be assigned to support the achievement of project objectives.

- Increased percentage of county budgets/expenditure aligned to RMNCAH priorities.
- Increase in domestic resources for MNH services.

- Sustainability and institutionalization of project interventions.
- Documentation and dissemination of best practices locally and globally.
Required Qualifications and Experience
- Education: Bachelor’s degree in Health Systems, Health Economics/Policy, Public Health, Project Management or any other related fields.
- Advanced Degree (Added Advantage): Master’s Degree in Strategic Management, Business Administration, Social Sciences, Health Economics, Public Health or any other related field.
- Certifications (Added Advantage): Project management certification (i.e., PMP/Prince II).
