Job Description
The Norwegian Refugee Council (NRC) is a non-governmental, humanitarian organization with 60 years of experience in helping to create a safer and more dignified life for refugees and internally displaced people. NRC advocates for the rights of displaced populations and offers assistance within the shelter, education, emergency food security, legal assistance, and water, sanitation and hygiene sectors.
We are seeking to hire a Head of Programme to assume overall responsibility for programme development and strategic vision in Kenya. The role involves promoting learning and a cost-conscious culture, as well as ensuring effective and constructive communication between related functions, partners, and area offices.
Primary Responsibilities
Leadership: Provide line management for Core Competence Specialists and serve as a member of the Country Management Group (CMG).
Compliance: Ensure compliance with and adherence to NRC policies, guidance, and procedures.
Strategy Development: Provide programme input to the Country Strategy and Plan of Action. Develop Core Competency strategies aligned with regional and global priorities.
Programme Innovation: Develop holistic and needs-based programmes, including cash-based interventions and market-based programmes. Oversee advances in Innovation, Protection, Markets, and Digital programming through localized approaches.
Funding: Identify funding opportunities and develop comprehensive funding strategies and forecasts.
Accountability: Strengthen accountability to beneficiaries by improving M&E systems, establishing feedback/complaints mechanisms, and conducting needs assessments.
Operational Oversight: Facilitate integrated programme analysis and response analysis, including cross-cutting issues like protection and safe programming. Oversee Project Cycle Management (PCM) via field support missions.
Coordination: Liaise with Area Managers to explore synergies and ensure constructive communication between the Country Office (CO), Area Offices (AO), and partners.
Skills and Qualifications
A BA/BSc/HND degree in a relevant field.
Demonstrated experience in strategic programme development within a humanitarian context.
Proven expertise in Project Cycle Management (PCM).
Experience with Cash Based Programmes and increasing efficiency through technology.
Strong leadership skills with experience in line management and senior management groups.
Knowledge of integrated programme analysis and cross-cutting issues (protection, access, etc.).
