Information about the role
The Emergency Supply Chain Coordinator, Global Surge will be responsible for technical oversight and management of supply chain functions during emergency deployments. This role involves providing leadership in supply chain processes, ensuring compliance with IRC Global Supply Chain (GSC) standard operating procedures, and supporting programs through gap filling or extra capacity in various country programs. The coordinator will work closely with field leadership to ensure effective project delivery from design to close-out. Successful candidates will be placed on a roster for deployment within 72 hours of notification.
Major Responsibilities
Emergency Response
- Provide technical oversight of all Supply Chain functions for emergency response.
- Ensure that processes follow IRC GSC standard operating procedures in all aspects.
- Contribute to field leadership and be a voice for the supply chain team within the unit.
- Fill gaps or provide extra capacity to in-country teams during deployments.
Planning
- Proactively participate in BVA/Project Cycle Meetings (design, planning, opening, review, close-out, and learning) to ensure supply chain issues are addressed.
- Prepare and maintain emergency procurement plans and develop country program sourcing strategies in collaboration with Technical Coordinators and Managers.
Procurement
- Ensure compliance with IRC and donor policies for all goods and services procurement, including pharmaceuticals and medical equipment.
- Utilize and review procurement contracts (MPA, MSA) for purchases.
- Implement GSC procurement and contracting SOPs and ensure data accuracy for reporting.
- Conduct trainings on procurement processes and tools for GSC team members.
- Manage waiver requests, ensuring all required documents (Purchase Requests, Market Surveys, etc.) are included and approved by leadership.
- Maintain historical documentation of supplier performance and conduct market surveys for value-for-money.
- Ensure segregation of duties in procurement functions and conduct end-to-end processes through the BvA tool.
- Identify and document any IRC procurement process deviations following approved mechanisms.
Inventory, Warehousing, Assets and Property
- Implement IRC inventory policies, including cycle counts, reporting discrepancies, and pharmaceutical quality assurance/cold chain policies.
- Produce and review accurate grant inventory reports before closing dates.
- Ensure warehousing safety and security requirements and asset maintenance plans are in place.
Logistics
- Disseminate and enforce vehicle safety policies.
- Develop and use effective fuel consumption management tools.
- Manage fleet legal status (registration, licenses, insurance) and movement tracking.
- Issue monthly vehicle reports for strategic decision-making and manage driver policies.
Learning and Development
- Develop and implement staff development plans based on training needs assessments.
- Set objectives for team members and ensure all SC staff are trained on the IRC code of conduct and conflict of interest SOPs.
- Ensure counterparts dealing with supply chain processes are trained to standard.
Compliance and Ethics
- Identify supply chain risks and set mitigation plans, including handling red flags and audit corrective actions.
- Lead donor and IRC internal audit processes for the SC department.
- Conduct assessments of supply chain policies and procedures to address deviations.
Requirements
- Academic Qualification: University degree and advanced professional certification in supply chain management (or equivalent work experience).
- Experience: At least 4 years of experience in managing humanitarian supply chain in multiple settings.
- INGO Experience: Proven experience developing and managing supply chain/logistics functions in an INGO, including in emergency/conflict areas.
- Technical Knowledge: Prior experience managing large, sophisticated programs including NFI and drug distributions, international procurement, and knowledge of USG, European, DFID, and UN procurement regulations.
- Mobility: Ability to commit to deployment within 72 hours of notification for up to 12 weeks.
- Other Skills: Proficient in computer, radio, and communication equipment usage; licensed and able to drive manual transmission, 4WD vehicles.
