The United Nations Environment Programme (UNEP) is seeking a Finance and Budget Assistant at the G6 level. This role provides essential support for the review, analysis, and preparation of the medium-term plan and its revisions. The assistant is responsible for drafting cost estimates, monitoring expenditures, and ensuring funds availability for project implementation. The position involves coordinating with various departments and maintaining the integrity of financial databases while providing administrative guidance to team members.
Key Responsibilities
Budget Preparation: Provide support regarding the review, analysis, and preparation of the medium-term plan and its revisions. Prepare supporting documents (narrative and supporting tables) for finalization of cost estimates and budget proposals for staff and non-staff requirements.
Resource Management: Assist managers in elaborating resource requirements for budget submissions and undertake research for budget reviews of intergovernmental and expert bodies.
Expenditure Monitoring: Monitor expenditures and compare them with the approved budget; prepare adjustments as necessary. Review requisitions for goods and services to ensure correct objects of expenditure have been charged and funds are available.
Reporting and Analysis: Assist in the preparation of budget performance submissions and reports, analyzing variances between approved budgets and actual expenditures.
Data Integrity: Monitor the integrity of various financial databases, verify the accuracy of input data, and ensure consistency of data between previous and new allotments.
Coordination and Support: Coordinate with other finance and budget staff during report preparation. Draft correspondence to respond to inquiries regarding financial and budget matters.
Supervision: Provide guidance, training, and daily supervision to other general service staff within the area of responsibility.
Information Management: Assist with data collection, analysis, and visualization for sharing information, planning, and decision-making. Update information materials such as web pages or brochures.
Requirements, Skills, and Qualifications
Education: A High school diploma or equivalent is required. A first-level university degree (BA/BSc) in a related field is an advantage and reduces the required years of experience.
Experience: A minimum of seven (7) years of progressively responsible experience in project budget management is required. If a candidate holds a first-level university degree, the requirement is reduced to five (5) years.
Technical Systems: Experience with Enterprise Resource Planning (ERP) software, such as Umoja, Inspira, or similar, is mandatory.
Project Management: Experience in administration and project financial management is required.
Desired Background: Experience within the UN system or similar international organizations is highly desirable. At least one year of experience in data analytics or a related area is preferred.
