Role Overview
The E-mobility Project Preparation Consultant will lead the development of the CEO endorsement request package for electric mobility projects. This role involves defining the project's strategy, technical framework, and ensuring all documentation aligns with Global Environment Facility (GEF) and UNEP standards.
Key Responsibilities
Strategy Development: Prepare a development strategy and methodology, including a provisional timetable for project preparation.
Project Documentation: Develop the project “skeleton” document (2 pages) indicating proposed components, outcomes, outputs (with budget at output level), deliverables, indicators, problem tree, and theory of change.
Technical Frameworks: Develop the log frame, Problem Tree, Theory of Change, SRIF checklist, and results framework. Coordinate with UNEP SMU and CMU to ensure language alignment with GEF guidance.
Stakeholder Consultation: Organize and facilitate stakeholder consultation workshops (including a mission) to develop inputs for the CEO Endorsement Document, including monitoring frameworks and institutional arrangements.
Drafting and Reporting: Prepare consultation workshop reports and the first draft of the CEO Endorsement Document, including indicative co-finance contributions, Gender Action Plan, and Environmental and Social Safeguards (SRIF).
Technical Calculations: Calculate core indicators, such as emission reductions and beneficiary numbers, including description of the methodology.
Work Planning: Prepare the budget, procurement plan, and workplan using mandatory GEF-8 templates.
Requirements
Education: An advanced university degree (Master’s or equivalent) in urban planning, electric engineering, environmental science, or a related field. A first-level university degree (Bachelor's) with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience: Minimum of five (5) years of professional experience in policy development in sectors such as transport, sustainable mobility, infrastructure, renewable energy, or environment.
Technical Expertise: Proven experience in drafting project proposals and assessing technical documents like concepts, progress reports, and financial budgets.
Institutional Knowledge: Experience working with GEF or UNEP projects is required. Experience with multilateral or bilateral funding entities in climate change is desirable.
